Overview

The ACT Courts and Tribunal will utilise a new solution known as the Integrated Courts Management System (ICMS) to provide online services.

Benefits

An electronic lodgement facility for civil matters in the courts will enable members of the legal profession to lodge documents and pay related court fees online and to access information about their cases through the e-lodgement portal. Benefits for registered users include the ability to file documents without having to attend the Courts Registry and outside business hours as the system will be available 24 hours a day seven days a week. The ICMS will also support interfaces with key justice agencies including ACT Policing and ACT Corrective Services to facilitate the quick and accurate exchange of information relevant to law enforcement, community safety and the administration of custodial and non-custodial sentences.

The implementation of the Integrated Case Management System (ICMS)is complete.  The ICMS is a more efficient business system which will improve service delivery to the judiciary, tribunal members and court and tribunal users and will provide a platform for a number of online services, such as electronic lodgement of court and tribunal documents.

During 2020 the ACT Courts and Tribunal were able to commence electronic lodgement of some court and tribunal documents using the platform provided by ICMS. From the start of the pandemic until end of June 2020 108 originating claims and 858 non-originating claims, a total of 966 documents were lodged electronically using ICMS. There were 91 online civil applications received by ACAT between 4 March (when the system went live) and 30 June 2020. Future work is anticipated in increasing the number of court and ACAT forms that can be lodged electronically. Feedback on electronic lodgements has been positive and, at the end of the reporting year, there were 380 registered users across 157 law firms in ICMS.

Electronic lodgement benefits users by providing the ability to file documents without having to attend the Courts Registry and outside business hours.
