ACTPS Executive Development

The achievement of the desired future ACT Public Service (ACTPS) rests largely on the ability of our Executives to demonstrate leadership and create productive working environments that engage staff and foster collaboration, innovation, communication, responsiveness and thinking outside of the square. The ACTPS Executive cohort must ‘look over the horizon’ and shape a future ACTPS workforce which is equipped to deliver services in an era of increasing complexity and rapid change.

The ACTPS offers the following leadership development opportunities:


The ACTPS is a key partner of Australia and New Zealand School of Government (ANZSOG). ANZSOG collaborates with various universities, including Australian National University (ANU) and University of Canberra (UC), to deliver a range of executive development programs and conferences. Each year the ACTPS funds two places in the Executive Masters of Public Administration (EMPA) and one place in the Executive Fellows Program (EFP).

The EMPA is a two-year postgraduate qualification combining intensive residential blocks with further core and elective modules aimed specifically at the needs of the public sector. Participants will complete eight core subjects through ANZSOG and three electives chosen from relevant ANU or UC courses. The course is aimed at Senior Officer Grade B (SOGB) to Senior Executive Service (SES) 1 levels and equivalents.

The EFP is aimed at Deputy Director-General (DDG) or Director-General (DG) level and is a three-week residential program designed to enable senior executives to strengthen core skills needed to lead public sector organisations effectively in challenging times.

Other Programs

Executive Professional Development Presentations forums and networking events are held throughout the year and focus on the development of strategic leadership, change management skills and collaboration. They provide opportunities for executives to network and discuss opportunities and challenges in improving the way the ACTPS operates. Emails and calendar invitations are sent out to all Executives prior to each event.

The IPAA ACT Mentoring Program provides a unique opportunity to connect to individuals from across the public sector, for those who are seeking to mentor others (mentors – SOGA and above) and those who are seeking to be mentored (mentees – SOGC/SOGB). Expressions of interest are generally sought in April/May each year. Previous participants have found the experience to be of great value in both their career and personal lives.
