ACT Executive


Overview

The ACT Executive consists of the Chief Minister and other Ministers and their staff. The
ACT Executive has powers under the Australian Capital Territory (Self Government) Act 1988 to govern the Territory and execute and maintain enactments and laws.

During the reporting period the responsibility for the administration of the budget appropriation for the ACT Executive rested with CMTEDD. The ACT Executive financial results, including asset management, and the Management Discussion and Analysis are reported in Volume 2.1 of the 2018‑19 CMTEDD Annual Report.

Financial management and associated reporting was provided to the ACT Executive through CMTEDD. The provision of payroll services was through CMTEDD’s Shared Services.

The Office of the Legislative Assembly controlled accommodation and building security, provided oversight of workplace health and safety and associated risk management, and provided facilities management and workplace environmental management. Reporting on these issues is contained in the 2018-19 Office of the Legislative Assembly Annual Report. Emergency Management is managed by the Office of the Legislative Assembly, while business continuity arrangements have shared management between the Office the Legislative Assembly and CMTEDD.

CMTEDD Corporate provides administrative and financial support, contract management, assistance with protocol matters, awards, functions and events. Contracts relevant to the ACT Executive are included at Appendix 1. CMTEDD Contracts.

During 2018-19 the ACT Executive received three Freedom of Information access application requests. Of these, two were transferred to ACT Government directorates and a decision on the partial releasee of information was made on the third request within the statutory timeframe allowed under the Freedom of Information Act 2016. During the reporting period ACT Executive published 61 open access information documents on Ministerial Diaries and Ministerial and Ministerial staff travel and hospitality expenses. The Executive’s legal services are provided by the ACT Government Solicitor Office, which review any issues to ensure compliance with the Model Litigant Guidelines.
