Outlook
Key strategic and operational priorities for CMTEDD in 2019-20 include:
- Wellbeing Indicators and Framework – working with stakeholders, both within and outside of government, CMTEDD will develop and implement a set of Wellbeing Indicators and a Framework for release by the Chief Minister on Canberra Day 2020. CMTEDD will also plan for the subsequent analysis of these Indicators each year as part of the annual Budget process;
- Community Engagement – the directorate will continue to encourage Canberrans 16 years and over to contribute to government decision-making through the new YourSay Community Panel;
- Child Safe Standards framework – CMTEDD will implement and deliver a Child Safe Standards framework for the ACTPS, as recommended by the Royal Commission into Institutional Responses to Child Sexual Abuse;
- Strengthening regional collaboration – the directorate will draft the next iteration of the
ACT-NSW Memorandum of Understanding for Regional Collaboration, which will contain strengthened mechanisms for bilateral collaboration and identify priority areas and specific actions, as well as improved governance; - Priority Investment Programs – CMTEDD will continue to progress and promote Canberra’s defence, space and spatial technologies, and cyber security strengths and assets;
- ACT vocational education and training – CMTEDD will support the sector through the delivery of Future Skills for Future Jobs projects to better connect industry and the community and facilitate growth opportunities for industry;
- ACT tertiary education – the directorate will continue to deliver the ACT International Education Strategy Canberra: Australia’s Education Capital and the Study Canberra program to market and promote Canberra as: a centre for high quality education and research; a study destination of choice; and to help improve our students’ experience;
- Regulatory and Legislative Reform – the directorate will:
- deliver education and engagement efforts for industry to understand new policy reforms for example, Combat Sports and Fuel Price Boards;
- support the ACT Gambling and Racing Commission to implement changes to the Community Contributions Scheme and the Code of Practice;
- support new legislation and enhance associated Land Titles regulatory practices for the introduction of e-conveyancing in the ACT;
- continue to coordinate the ACT’s participation in the Commonwealth Grants Commission’s 2020 Methodology Review of GST Revenue Sharing Relativities, which is due to be provided to the Commonwealth Government in February 2020;
- progressing the implementation and further development of tax reform initiatives, including supporting the government’s detailed analysis of stage 2 of tax reform in preparation for consideration of stage 3 through the Tax Reform Advisory Group; and
- implementing the new Motor Accident Injuries (MAI) Scheme that will replace the Compulsory Third-party Insurance Scheme and improve outcomes for people injured in motor vehicle accidents;
- ACT Government Digital Strategy – CMTEDD will refresh and publish a new strategy and deliver more digital services that provide a real value proposition to the community;
- ACT Data Analytics Centre – the directorate will continue to enhance and scale up the ACT Government Data Lake, and publish a WoG data management framework, to support the appropriate handling of the data in the Data Lake;
- ACT Government Workforce – CMTEDD will:
- progress the detailed design and build activities for the HRIMS Program, focusing on Workforce Administration (Employee Central), Payroll, Recruiting and Onboarding and Workforce Analytics (partial) in the first instance, with Human Capital Management (HCM) aspects to follow;
- support the ACT Government’s hub and spoke WoG office accommodation strategy by delivering the Dickson and Civic WoG office buildings and implementing an Activity Based Working (ABW) environment;
- continue to drive organisational change through the Workforce Transformation Group to ensure staff are prepared for the move, ahead of the completion of the Government Office Buildings; and
- continue to implement public sector work injury management strategies targeting areas of heightened risk including occupational violence and mental health;
- Capital Works (better governance, better jobs, better services and building a better city) – the directorate will:
- deliver the final planning and design of the “Home of Football” in Throsby in support of the ACT Government’s $20 million commitment to this new sporting infrastructure in Gungahlin;
- fund and upgrade works to arts facilities under the Better Infrastructure
Fund 2019-20 and ACT Government arts fund, including Arts Activities funding, pop up arts events in Woden and Gungahlin, and sector capacity building, and the development of a funding model for arts organisations; - deliver the Stromlo Leisure Centre project at Stromlo Forest Park; and
- continue to assist government in planning and procuring capital works projects in support of its strategic objectives by advising on the process within the Capital Framework: Investment Logic Workshops, Risk Workshops, Delivery Model Workshops, Early Project Overviews and Business Cases; and completing the review of the Capital Framework and implementing its recommendations - Investment Logic Workshops, Risk Workshops, Delivery Model Workshops, Early Project Overviews and Business Cases;
- Public Private Partnerships (PPP) – CMTEDD will assist Major Projects Canberra with the ACT Law Courts project and Light Rail Stage 1 and Stage 2;
- ACT Procurement – the directorate will roll out of, or revise, several significant WoG procurement panel arrangements, including in relation to stationery and office supplies, professional and consulting services, travel and accommodation;
- Promoting Canberra – the directorate will:
- deliver and develop a high-quality suite of tourism and community events that provide strong economic, social and cultural benefits for the ACT, including the ongoing development and enhancement of Floriade and the Enlighten Festival as key anchor events on Canberra’s annual calendar;
- market activity that promotes Canberra as a short break destination under the One Good Thing After Another marketing platform;
- maintain a focus on the ACT’s Tourism 2020 target, growing the value of visitor expenditure to $2.5 billion;
- deliver Windows to the World in October 2019, a new Canberra Arts Biennial in winter 2020, and Floriade in the suburbs; and
- develop and deliver a new festival in winter 2020, focusing on promoting Canberra’s strengths in innovation, design, culture, coding and gaming, delivering the new festival as the first government owned and managed major event free of single-use plastics;
- Sport and Recreation – CMTEDD will:
- support identified local athletes in their training and selection pursuits in the lead up to the 2020 Olympic and Paralympic Games in Tokyo; and
- continue to negotiate with local and national sporting organisations, including the AFL, cricket, Raiders and Brumbies, to ensure elite sporting content is hosted in the Territory and that it supports community outcomes that encourage active participation in sport at all levels;
- Financial and Economic – the directorate will:
- deliver advice to assist the government to manage the public finances in a sound manner, support the ACT economy, invest in assets to promote long term growth and maintain the Territory’s AAA credit rating; and
- prepare government financial reports consistent with the Financial Management Act 1996.
