Assets Managed
The directorate managed assets with a total value of $1,003.3 million as at 30 June 2019, comprising $844.7 million of property, plant and equipment, $83.5 million of capital works in progress and $75.3 million of intangible assets.

Notes:
During 2018‑19, additions to CMTEDD’s assets included:
- $75 million due to the progression of the capital works program, including the completion, or partial completion to a usable stage, of capital works projects, mainly relating to iConnect, Project Management and Reporting System (PMARS), Modernising ICT Network Infrastructure, upgrades to Manuka Oval and Arboretum Water Security Infrastructure;
- $57.7 million from the upwards revaluation of land, buildings and community and heritage assets relating to ACT Property Group; and
- $22.1 million for the acquisition of laptops, monitors, IT Infrastructure and desktop equipment, including the replacement of obsolete equipment.
During 2018-19, decreases in the directorate’s assets included:
- a $103.2 million transfer of incomplete capital works projects to the Transport Canberra and City Services Directorate on 1 July 2018, following a change in responsibility for projects relating to the Civil Infrastructure and Capital Works function;
- $56.4 million relating to the annual depreciation and amortisation of assets;
- $21.1 million from assets transferred to other ACT Government directorates, including: the old Canberra Visitors Centre, Old Belconnen Health Centre and Former Quiros Street Preschool to the Suburban Land Agency (SLA); Narrabundah Long Stay Caravan Park to Housing ACT; and Mitchell Depot and Parkwood Recycling Estate to TCCS;
- $8.3 million of completed works transferred to other ACT Government directorates in the ordinary course of business; and
- other assets disposed of in the ordinary course of business.
On 30 June 2019the directorate had six properties that were not being utilised by the directorate or had been identified as potentially surplus. These are:
- Fyshwick Depot, 141 Canberra Avenue – on divestment list;
- Wakefield Gardens, Ainslie – building earmarked for a refit in 2019-20;
- Finlay Street Depot, Gowrie – vacated;
- Throsby Street Depot, Griffith – vacated;
- Canberra Brickworks, Yarralumla – to be transferred to SLA; and
- Belconnen Traffic Centre, Belconnen – to be transferred to SLA.
Assets Maintenance and Upgrade
There were nil asset upgrades funded outside the capital works program in 2018‑19.
The expenditure on repairs and maintenance was $38.9 million, which represented 3% of the asset replacement value.
In 2018-19, the directorate conducted 34 building condition assessments, equivalent to 12% of the directorate’s buildings, 54 hazardous materials reports, equivalent to 19% of the directorate’s buildings and 239 routine building inspections, covering 85% of the directorate’s buildings.

Other locations
The table above outlines measures for the 10 office based locations for the directorate. The directorate’s facilities also include a number of non-office based locations including:

- The Canberra and Region Visitors’ Centre (Regatta Point);
- Exhibition Park in Canberra;
- GIO Stadium Canberra;
- Manuka Oval;
- Stromlo Forest Park;
- National Arboretum Canberra;
- ACT Academy of Sport (located at the Australian Institute of Sport);
- Hume Motor Vehicle Inspection Station;
- Access Canberra Service Centres:

Note: The Woden Access Canberra Service Centre area occupied, but not staffing numbers, has been included in the data for the Cosmopolitan Centre.
Changes from previous report
Changes to premises occupied
There have been no changes to the number or location of premises occupied during 2018-19. There have been some moderate changes in the numbers of staff at some locations:
- Dame Pattie Menzies House. Staff numbers have reduced from 91 to 74 following the consolidation of Access Canberra staff to TransACT House and the Mitchell Customer Services Centre. The area occupied has concurrently reduced from 1,725 to 1,321; and
- Winyu House. There has been an increase in staff numbers due to project-based work.
Changes to calculation of size of premises occupied
255 Canberra Avenue – ACT Property Group moved into an ABW environment in February 2018. This occupied area, in addition to the Access Canberra tenancy at 255 Canberra Avenue, was not accurately calculated in last year’s report. This has been corrected.
Notes:
- The staffing numbers reflected in the table above differ from the staffing numbers (either FTE or headcount) listed in section B.8 Human Resource Management. The numbers above reflect the work points occupied at CMTEDD’s office locations and may include seconded officers, contractors, consultants or volunteers, as well as employees, but do not include staff located at non-office based locations (as outlined above) nor embedded staff within other directorates (such as Shared Services ICT staff).
- In Activity Based Workspaces (ABW) spaces (2 floors of the Canberra Nara Centre, the whole of the Cosmopolitan Centre, Level 6 TransACT House and the ACT Property Group tenancy at 255 Canberra Avenue) the total number of workstations have been reported. However, in an ABW environment, more staff are working than are located at workstations (at touch down spaces, meeting and collaboration spaces, or off-site), but for simplicity of reporting, only the workstations are reported.
- The staff numbers and area occupied listed in the table in relation to the Canberra Nara Centre are inclusive of the ACT Insurance Authority.
- Corporate Services coordinated a count in early July 2019 to determine staff numbers at each location.
