Loose-Fill Asbestos Disease Support Scheme


The ACT Government is establishing a forest shelter as a place of reflection at the National Arboretum Canberra for those affected by loose fill asbestos insulation in Canberra. The Loose-Fill Asbestos Disease Support Scheme provides financial support for people with an asbestos-related disease from living in a loose-fill asbestos insulation (Mr Fluffy) affected property in the ACT and their families.

The $16 million Scheme is equally funded by the ACT and Australian Governments and is administered by the ACT Government.

In Memorium: James Wallner

The ACT and Australian Governments recognise the advocacy of James Wallner and the Wallner family for those affected by loose-fill asbestos properties in the ACT that led to establishing this Scheme.

James' story

James Wallner was diagnosed with mesothelioma in 2020, a terminal disease caused by exposure to asbestos. James’ exposure occurred during his childhood whilst growing up in the family home - a ‘Mr Fluffy’ house. James died 10 months later at just 54 years of age.

While battling his illness, James devoted the final months of his life to being the public face of the tragic health consequences of the toxic ‘Mr Fluffy’ legacy. He, together with his family, friends and supporters campaigned to establish a support scheme to benefit others who may suffer his same fate.

On 5 May 2021, the ACT and Australian Governments jointly announced an agreement to establish an asbestos diseases support scheme, to be administered by the ACT Government. James and his family were overcome with gratitude to hear this decision. James passed away just two days later.

The establishment of this scheme will provide much-needed services and financial support to future victims who contract an asbestos disease due to living in a ‘Mr Fluffy’ home in the ACT.

The scheme will also serve as a long-lasting legacy to James Wallner.
