Strong support for National Housing Accord

The ACT Government is pleased to support the Housing Accord announced by the Albanese Government in today’s Budget.

We are pleased to play our part in a shared and ambitious national agenda to address housing access, affordability and choice.

Working collaboratively with Commonwealth and other States and Territories, we have agreed on a policy framework that:

  • Sets an aspirational national target of delivering one million new, well located homes over 5 years from 2024.
    • The ACT will seek to exceed our per capita share of those one million homes.
  • Working collaboratively with the Federal Government and institutional finance to improve the financing for new social and affordable housing projects.
    • The Build to Rent Prospectus released by our Government in August aligns with these broader objectives.
  • Agrees to the improvement of zoning, planning and land release.
    • Which will be delivered in the ACT through the Planning System Review and Reform Project

We look forward to announcing further details on the implementation plan for the ACT in coming months.

Housing affordability is a national problem. It is refreshing to have the Federal Government at the table partnering with the States and Territories to increase housing supply.

In the ACT, we are seeking to increase housing supply and remove barriers to entry.  As part of the recent ACT Budget released in August, we unveiled the biggest package of commitments to tackle affordability and supply of housing in the ACT since self-government.

This includes investments to attract Build to Rent developments in the ACT, further targeted stamp duty cuts, the construction of hundreds of new public housing dwellings, increased land supply and continuing planning reform.

There is still more to be done and we are actively exploring additional new policy directions with funding also allocated in the last Budget to improve housing affordability for low-to-medium income Canberrans. This includes affordable home purchase schemes, build-to-rent projects with affordable components, shared equity schemes, demonstration housing projects, opportunities to enhance community housing, and working with the Commonwealth on the National Rental Affordability Scheme.

When all governments are united, our shared commitments to grow social and affordable housing will deliver better outcomes for the community and more homes for people who need them.

The Housing Accord will support the ACT Government’s continuing commitments to deliver more social and affordable housing. The ACT Government is committed the delivering 1,400 homes, with 1000 homes renewed and 400 extra homes built for families who need public housing. The ACT Government’s housing strategy and target to deliver 600 affordable rentals will closely align with the Commonwealth’s commitments.

These projects will require close collaboration with the Commonwealth and will build on projects like the recently completed Common Ground Dickson and actions to support affordable housing such as Built-to-Rent and support for community housing providers.
