Canberrans invited to observe and understand Citizens’ Jury on CTP

Canberrans are invited to observe the final weekend of the Citizens’ Jury on CTP Insurance on 24-25 March, as the jury meets to select a preferred model for improving the ACT’s scheme.

This is an opportunity to see the jurors in action as they examine four different models for a reformed CTP scheme, and choose the one that best meets the objectives they set during their deliberations last October.

Observers will be briefed by a facilitator on the process and strategy behind the citizens’ jury, and will be able to watch and listen as the jury and experts work together to understand the community benefits and trade-offs involved in an improved CTP scheme.

About 285,000 motor vehicles are registered in the ACT each year. Motorists pay an insurer for their Compulsory Third Party (CTP) Insurance policy as part of their motor vehicle registration.

Currently our CTP scheme does not cover everyone injured in a motor vehicle accident, and it can take up to two years or longer to get a full payout after an accident. Despite these gaps, the ACT has among the most expensive premiums in the country. That’s why the government set up a citizens’ jury to identify ways to improve the scheme to better protect Canberrans.

The Government has chosen to pilot a Citizens’ Jury so we can consider with the community and other key stakeholders how to improve the scheme so it reflects the priorities of all road users. Importantly, any improvements to the scheme won’t see a rise in the premiums motorists pay.

The jury is made up of Canberrans from all walks of life, who broadly represent the demographics of the ACT. The objectives they set for an improved CTP scheme were developed through a detailed process culminating in four days of hearings last October. These objectives are laid out in the jury’s report.

Jurors heard evidence from injured people and past CTP claimants, as well as medical, legal and insurance experts. Over many hours they analysed research and submissions provided by experts and considered feedback from the Canberra community. These different perspectives have informed their careful deliberations and discussion.

The models are being developed by the Stakeholder Reference Group using the jury’s objectives. This Group is made up of insurers, legal professionals, health care consumers, a rehabilitation researcher and representatives of the ACT Government, as well as a scheme designer and actuary. The government is committed to pursuing the model preferred by the jury.

The models will be released to the public before the last jury sits on YourSay.

To respect the work of the jury, observer tours will be limited. RSVPs are required by 20 March.
