Release of 2015-16 Quarterly Performance Reports

ACT Health has today released its four Quarterly Performance Reports for 2015-16.

Today’s release follows a process of review across all aspects of ACT Health’s governance and protocols in relation the management of our data.

The initial focus of this work has been on ensuring the accuracy and integrity of the data for ACT Health’s 2015-2016 Annual Report and the 2015-16 Quarterly Performance Reports.

ACT Health has worked closely with PricewaterhouseCoopers (PwC) to ensure data assurance across our processes for the reports.

A number of improvements to ACT Health’s reporting processes have been implemented, including:

  • undertaking a full Data Warehouse reconciliation and integrity validation check against source systems;
  • a review and update of access controls to Shared Network Drives; and
  • developing and implementing a formal Change Control Process for amendments to reporting, such as change request templates and change request register.

These changes will deliver robust quality assurance of our data for future quarterly reports.

The latest quarterly performance report (fourth quarter report) shows areas of improvements across the ACT Health system and increases in demand for our services.

The fourth quarter report contains data for the whole of 2015-16 and shows that compared to
2014-15:

  • day only stay patient bed days increased by 5 per cent to 56,411;
  • overnight stay bed days increased by 4 per cent to 302,602;
  • total episodes of care (hospital stays) increased by 7 per cent to 108,096;
  • the number of babies born increased by 2 per cent to 5,288;
  • presentations to Emergency Departments increased by 4 per cent to 135,307;
  • elective surgery procedures increased by 13 per cent to 13,396. This resulted in a reduction in the number of people waiting longer than clinically recommended from 1,461 to 403;
  • the number of elective endoscopies increased by 12 per cent to 5,334; and
  • community mental health services activity increased across most categories, including for children and youth, adult and justice services.

The fourth quarter report also shows ACT public hospitals continue to perform better than national and/or local targets for:

  • hospital acquired infection rates;
  • unplanned return to hospital within 28 days;
  • unplanned return to the operating theatre; and
  • hand hygiene rates.

The quarterly performance also reports on areas for improvement across the health system.

Emergency Department (ED) timeliness will continue to remain an area of focus, as will our National Emergency Access Target (NEAT) performance, which showed signs of overall improvement in 2015-16.

Over 2015-16 our NEAT result increased to 66 per cent from 63 per cent in 2014-15. This was achieved with substantial improvement in the last quarter of the financial year which had a NEAT result of 71.5 per cent compared with 63.1 per cent over the previous three quarters and despite continued increase in demand within the Emergency Departments.

The expansion of the Canberra Hospital ED, which is due to be completed at the end of this year, will increase the overall capacity of the Canberra Hospital ED by 30 per cent and improve access to emergency health care for the community.
