New laws pave the way for passenger travel on light rail

Further reforms to the ACT’s road transport legislation to support the operation of the light rail were introduced into the Legislative Assembly today.

The Road Transport Reform (Light Rail) Legislation Amendment Bill 2018 provides the foundation for the light rail to operate as a public passenger service, with a focus on safety and accessibility. This marks the second stage of reforms to the ACT’s road transport legislation to support the operation of light rail.

The Bill establishes the framework for the light rail service. This includes amendments to address ticketing, safety, passenger behaviour, and revenue protection.

In line with legislation pertaining to buses, the Bill also ensures that:

  • Light rail drivers, assessors and instructors must hold a full car licence, or a licence of a higher class;
  • Light rail passengers must vacate assigned seats, on request, for seniors, people with disabilities, and pregnant people;
  • Guide dogs or other animals assisting persons with disability can travel on the light rail service.

“This legislation is vital to ensure light rail is fully integrated with the Transport Canberra bus fare structure and ticketing system from day one, so customers will be able to transfer between light rail and buses with ease.

“Light rail will have ticket vending machines at each stop, and customers will be able to tag on and tag off on the platform to encourage a quicker journey.

“With more than 15,000 people expected to use light rail stage one each day by 2021, it’s vital we ensure the system is easy and convenient for passengers to use.

“This is another exciting milestone in the development of our light rail network, ensuring Canberra has a light rail system that meets world class safety standards.”

“It is important to ensure the light rail service is safe and accessible for all Canberrans: that’s why the light rail system has been designed in line with current mobility needs in mind. For example, people who require the assistance of mobility aids or assistance animals will be able to bring these onto light rail vehicles.

“Light rail in Canberra will provide more transport options for Canberrans, as part of an integrated transport system. The Government is delivering a modern and sustainable transport system that will take us closer to achieving zero net greenhouse emissions.”
