Improving offender rehabilitation by extending Throughcare

Minister for Corrections, Shane Rattenbury, today announced the increased investment in the 2014-15 Budget of $2.176m over two years to extend the Throughcare program.

"The Throughcare Unit was established to address the many challenges associated with detainees re-entering the community and is focused on reducing recidivism. The program identifies support needs across the areas of housing, health, income, and basic life skills and then works intensively with former detainees to reintegrate back into the community," said Mr Rattenbury.

"While the program is still at an early stage, the current trends have identified the success of the Throughcare program, with only twelve percent of participants returning to custody.

"The $2.176m funding will allow the ACT Government to continue this important program, and make progress in terms of detainee reintegration," he said.

The Throughcare program has strong linkages with key government policies including:

  • ACT Prevention of Violence Against Women and Children Strategy 2011-2017;
  • Alcohol, Tobacco and Other Drug Strategy;
  • ACT Women's Plan;
  • Managing the Risk of Suicide: A Suicide Prevention Strategy for the ACT 2009-2014;
  • Mental Health – Building A Strong Foundation: A Framework For Promoting Mental Health And Wellbeing in the ACT; andNational Partnership Agreement on Homelessness.

"By continuing to work closely and supporting detainees post release we are further targeting our efforts in addressing systemic causes of imprisonment for the majority of detainees. This will result in lower incarceration rates and a safer, more secure community," Mr Rattenbury said.
