Reduction to 4,000 Gaming Machine Authorisations – Diversification Support, Incentives and Policy Approval

Minute number: 18/396/CAB

Cabinet agreed a pathway to achieve 4,000 gaming machine authorisations by 1 May 2020, including financial and non-financial incentives for clubs that voluntarily surrender gaming machine authorisations by early 2019 and diversification support for the club industry. The pathway takes into account the findings and recommendations of the ACT Club Industry Diversification Support Analysis.

Cabinet also agreed to the drafting of legislative amendments to support implementation of the pathway and other amendments aimed at improving the regulatory framework for the operation of gaming machines and reducing gambling harm.

Government Response to the Report Leading Data Reform: The Way Forward - Outcomes of the ACT Health System-Wide Data Review

Cabinet agreed the Minister for Health and Wellbeing table the Outcome Report, Government Response and Implementation Plan in the Legislative Assembly.  Under the requirements of the ACT Government Cabinet Handbook, no Triple Bottom Line Assessment was required for this item.

Establishment of the ACT Government position to the Legislative and Governance Forum on Gene Technology on the Review of the Gene Technology Regulations 2001 and the Review of the National Gene Technology Scheme

Cabinet agreed to the recommendations arising from the Australian Government Department of Health’s third review of the Gene Technology Scheme, and the Office of the Gene Technology Regulator’s review of the Gene Technology Regulation. The ACT Government will continue to participate in intergovernmental forums to assess the implications of the recommendations that support improvements in the regulation of gene technology.

Ministerial Statement: Report of the Australian Council on Healthcare Standard National Safety and Quality Health Service Standards Survey

Cabinet agreed the Minister for Health and Wellbeing make a statement in the Legislative Assembly and table the Report of the Australian Council on Healthcare Standard National Safety and Quality Health Service (NSQHS) Standards Survey. Under the requirements of the ACT Government Cabinet Handbook, no Triple Bottom Line Assessment was required for this item.

Ministerial Statement – Bus Services Punctuality and Evening and Weekend Services

Cabinet agreed the Minister for Transport and City Services make a Statement in the Legislative Assembly in response to two Assembly Resolutions.  Under the requirements of the ACT Government Cabinet Handbook, no Triple Bottom Line Assessment was required for this item.

Ministerial Statement – Update on Early Commencement of 2018-19 Bushfire Season

Cabinet agreed the Minister for Police and Emergency Services make a Statement in the Legislative Assembly on the early commencement of the 2018-19 Bushfire Season.  Under the requirements of the ACT Government Cabinet Handbook, no Triple Bottom Line Assessment was required for this item.

Crimes (Restorative Justice) Amendment Bill 2018

Cabinet agreed the Minister for Justice, Consumer Affairs and Road Safety present the Crimes (Restorative Justice) Amendment Bill 2018 in the ACT Legislative Assembly.  The Bill proposes the implementation of a number of reforms that will increase access to restorative justice in the ACT.

The Triple Bottom Line Assessment was considered by Cabinet on 30 July 2018 (18/339/CAB - Crimes (Restorative Justice) Amendment Bill 2018 – Policy Approval) as a part of the policy approval.
