National Healthcare - Heads of Agreement - Commonwealth/ACT Bilateral Discussions

Cabinet agreed to endorse a negotiation position that the ACT proposes to present in discussions as a basis for agreeing to sign the Heads of Agreement for the National Healthcare Agreement.

Under the requirements of the ACT Government Cabinet Handbook, no Triple Bottom Line Assessment was required.

ACT Government position on the Review to Achieve Educational Excellence in Australian Schools through Early Childhood Interventions (Lifting Our Game report) and the development of an ACT Early Childhood Strategy

Cabinet agreed to the ACT Government’s position on the Review to Achieve Educational Excellence in Australian Schools through Early Childhood Interventions (Lifting our Game report) and the development of an ACT Early Childhood Strategy.

Under the requirements of the ACT Government Cabinet Handbook, no Triple Bottom Line Assessment was required.

The ACT’s Transition to Zero Emissions Vehicles

Cabinet agreed to release ‘The ACT’s transition to zero emissions vehicles – Action Plan 2018-2020’. The action plan outlines the actions that Government will take to encourage the uptake of zero emissions vehicles, including electric cars and electric bikes, to 2020.

Waste Management and Resource Recovery Amendment Bill 2018 – combined pass

Cabinet agreed the Minister for Transport and City Services present the Waste Management and Resource Recovery Amendment Bill 2018 (the Bill) to make a minor amendment to the commencement provisions for the Territory’s Container Deposit Scheme (CDS) to commence in mid-2018. In accordance with the Cabinet Handbook, a triple bottom line assessment was not conducted for this Amendment Bill as the amendment is minor and technical in nature.

Station Upgrade and Relocation Program – Revised Priorities and Activities

Minute number: 18/088/CAB

Cabinet agreed to revised priorities for the ACT Emergency Service Agency’s Station Upgrade and Relocation Station, which will guide the establishment and upgrade of the ACT’s emergency services facilities across the ACT over the next decade.

Planning, Building and Environment Legislation Amendment Bill 2018 – combined pass

Minute number: 17/692/CAB

Cabinet agreed the Minister for the Environment and Heritage present the Planning, Building and Environment Legislation Amendment Bill 2018 in the April 2018 sitting period.  The Bill makes minor policy and technical amendments to legislation administered by the Environment, Planning and Sustainable Development Directorate.

In accordance with the Cabinet Handbook, a triple bottom line assessment was not conducted for this Amendment Bill as the amendment is minor and technical in nature.

Additional probity measures in relation to possible Casino Redevelopment

Cabinet agreed to establish an independent process to advise government on certain decisions relating to the Casino and the proposed redevelopment.

Land Tax Amendment Bill 2018 – agreement to introduce

Minute number: 17/704/CAB

Cabinet agreed the Treasurer present the Land Tax Amendment Bill 2018 in the April 2018 sitting period. Amendments to the Land Tax Act 2004 change the model of land tax from a ‘rented’ model to a ‘non principal place of residence’ model; and introduce a foreign ownership surcharge.

Ministerial Statement: March 2018 New Zealand mission

Cabinet agreed the Minister for Housing and Suburban Development make a Ministerial Statement in the Legislative Assembly on the March 2018 New Zealand Mission.

Under the requirements of the ACT Government Cabinet Handbook, no Triple Bottom Line Assessment was required.

Ministerial Statement – Reducing the Number of Gaming Machine Authorisations

Cabinet agreed the Attorney-General make a Ministerial Statement in the Legislative Assembly during the April 2018 sitting period, on the Club Industry Diversification Support Analysis (to be undertaken by Mr Neville Stevens AO) and the ACT Government’s vision for a strong, sustainable club sector with a reduced reliance on gaming machine revenue.

Under the requirements of the ACT Government Cabinet Handbook, no Triple Bottom Line Assessment was required.

Ministerial Statement - Detention Exit Community Outreach (DECO) Program

Minute number: 18/234/CAB

Cabinet agreed the Minister for Mental Health make a statement in the Legislative Assembly during the April 2018 sitting period on Detention Exit Community Outreach.
