COVID-19 Emergency Response Legislation Amendment Bill 2020 (No. 2)

Cabinet agreed the Attorney-General present the COVID-19 Emergency Response Legislation Amendment Bill 2020 (No 2) in the Legislative Assembly. The Bill includes:
temporary amendments to ensure that the October 2020 election can be undertaken in a safe and fair manner; and
an amendment to repeal a temporary amendment to section 68BA of the Supreme Court Act 1933, which was introduced by COVID-19 Emergency Response Act 2020.

Justice Legislation Amendment Bill 2020

Cabinet agreed the Minister for Justice, Consumer Affairs and Road Safety present the Justice Legislation Amendment Bill 2020 in the Legislative Assembly. The Bill makes amendments to improve legislation primarily within the Justice, Consumer Affairs and Road Safety portfolio.

Government Position to Private Members Bill (Le Couteur) – Planning Legislation Amendment Bill 2020

Cabinet agreed to the Government position on the Private Members Bill – Planning Legislation Amendment Bill 2020. Minister Rattenbury reserved his position on the item.

Canberra International Student Pilot

Cabinet agreed to the ACT piloting a return of 350 international students and hosting them in conjunction with the Australian National University (ANU) and the University of Canberra (UC). Cabinet further agreed to the ACT Government incurring the associated direct service provision costs of quarantine, including clinical and public health services, policing, and transport.

Ministerial Statement on government operations including economic stimulus and recovery measures and Legislative Assembly Motion

Cabinet agreed the Treasurer present a Ministerial Statement on ‘Government operations including economic stimulus and recovery measures’ to update the Assembly on the actions undertaken by Government including mechanisms and measures implemented to ensure the continued operations of Government and the support the local economy during the COVID-19 pandemic. Cabinet also agreed the Treasurer present an Assembly Motion seeking to delay the introduction of the Appropriation Bill 2020-2021, the Appropriation (Office of the Legislative Assembly) Bill 2020-2021 and 2020-21 Budget, and as a result of the delays, acknowledge alternative reporting requirements and processes will be required.

Employment and Workplace Safety Legislation Amendment Bill 2020

Cabinet agreed the Minister for Employment and Workplace Safety present the
Employment and Workplace Safety Legislation Amendment Bill 2020 in the Legislative Assembly. The Employment and Workplace Safety Legislation Amendment Bill 2020 proposes amendments to:
the Workers Compensation Act 1951 that would modernise the provisions of the Act that deal with insurer and self-insurer approval;
the Dangerous Goods (Road Transport) Act 2009 that would make structural and technical amendments to align the Territory’s legislation with the nationally agreed model legislation applying to the transport of dangerous goods; and
the Work Health and Safety Act 2011 to enable right of entry powers to include the taking of audio/visual recordings of a suspected work safety breach at a workplace and allow the work safety regulator to issue a compliance notice for the removal of illegally installed asbestos.
