9 February 2015 - Summary of Cabinet Outcomes

As part of the ACT Government's Open Government commitment, this document is a public summary of matters considered by Cabinet. It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government's executive privilege.

Access Canberra Presentation

Cabinet was briefed on the progress to date on the Access Canberra initiative.

Financial Management Act 1996 Review Phase One

Cabinet considered amendments to the Financial Management Act 1996, which have been recommended following the first phase of a review of the Act. The range of amendments mainly relate to the appropriation and budget management provisions. 

Government Position on Government Procurement (Transparency in Spending) Amendment Bill 2014 (PMB)

Cabinet noted the recommended Government position on the Government Procurement (Transparency in Spending) Amendment Bill 2014, which outlines the implications and potential issues that would arise should the Bill be implemented in full.

Government Submission to Inquiry into Drugs of Dependence (Cannabis Use for Medical Purposes) Amendment Bill 2014

Cabinet considered a submission to the Standing Committee on Health, Ageing, Community and Social Services inquiry into the Exposure Draft of the Drugs of Dependence (Cannabis Use for Medical Purposes) Amendment Bill 2014 and related discussion paper.

The Green's Minister (as sponsor of the Bill as a private member) was absent from the discussions.

Ministerial Statements

Cabinet agreed to a number of Ministerial Statements to the Legislative Assembly.

ACT Health Clinical Services Plan

Cabinet noted the ACT Health Clinical Services Plan 2015–2018, which will be released by the Minister for Health.

Drafting of amending legislation

Cabinet agreed to the drafting of amending legislation in relation to:

  • Crimes (Child Sex Offenders) Act 2005 – to strengthen the ACT's child sex offender laws, supporting ACT Policing in their operational and administrative efforts to ensure and maintain the sexual safety of children in the ACT; and
  • Children and Young People Act 2008 – regarding the regulation of community care and protection service (including Out of Home Care) providers; and the Children and Young People Death Review Committee.

Commissioner for Public Administration

Cabinet agreed to endorse the proposed appointment of a part-time Commissioner for Public Administration for the period 4 February to 30 June 2015.
