ACT Australian Apprenticeships Program Review
Skills Canberra commenced a review of the Australian Apprenticeships Program (User Choice) in the ACT in November 2014. The objectives were to:
- Ensure the best outcomes for the ACT community and economy through a flexible and responsive funding model based on skills needs qualification.
- Support RTOs to deliver high quality training by providing appropriate subsidies for the qualifications they deliver.
- Reduce red-tape by providing a streamlined, efficient and effective payment model for the delivery of Australian Apprenticeships training.
- Allow students and employers to make an informed choice of training provider and qualification.
Review of the ACT Australian Apprenticeships (User Choice) Program Final Report
The Review of ACT Australian Apprenticeships (User Choice) Program Final Report (the Report) was informed by extensive research and analysis, and consultation with RTOs, employers, students and the wider ACT community. This was the first substantial review of User Choice in many years, and was timely following the recent development and implementation of Skilled Capital.
The Report identifies the aspects of the current model that were reviewed, the relevant research and consultation considered (including the approach undertaken in other jurisdictions), and the resulting changes to the User Choice model. The changes to the model are grouped into four categories of reform: subsidy, fee determination, loadings, and payment model.
The Report only details reforms to User Choice and is not intended to describe all aspects of the User Choice model. A full overview of User Choice will be detailed in the update of the ACT Standards Compliance Guide for Australian Apprenticeships which will be released prior to changes being implemented.
Qualification Subsidy Amount List
The Qualification Subsidy Amounts (QSA) List provides the base subsidy available for qualifications prior to the application of any loadings. Details on some qualifications have not yet been released. This is due to the pricing mechanism for calculating the cost of qualification delivery (hours) being linked to Victoria’s training package purchasing guides. Delays may be experienced in the publication of Victorian Purchasing Guides due to the high volume of Training Packages being endorsed. The release of new qualifications and prices through User Choice will be an ongoing process.
2018 ACT Australian Apprenticeships (User Choice) Qualification Subsidy Amounts (QSA) List
The subsidy amounts on the 2018 User Choice QSA List apply to enrolments from 1 January 2018. Existing students or enrolments prior to 1 January 2018 remain entitled to the published subsidy amount relevant at the time of their enrolment, for the entirety of that enrolment.
Certain qualification subsidy amounts will be listed as TBD where there has been a delay in the publication of Victorian Purchasing Guides. The release of new qualifications and prices through User Choice will continue to be an ongoing process.
