Citizens’ Jury names objectives to improve Compulsory Third Party insurance

The ACT Government’s first Citizens’ Jury has handed down its report on the objectives for an improved Compulsory Third Party (CTP) insurance scheme after days of intense deliberations.

The jury, made up of a representative group of Canberrans, has spent four full days and many hours in between considering how the ACT scheme could be improved.

In the process they have heard evidence from injured people and past CTP claimants, as well as medical, legal and insurance experts. They have also delved deeply into research and submissions provided by these experts and the wider Canberra community, which has helped to inform detailed discussion and debate on the many issues behind CTP insurance.

Late yesterday afternoon the jury handed their recommendation over to the members of the Stakeholder Reference Group, which includes insurers, the legal profession, health care consumers, a rehabilitation researcher and representatives of the ACT Government, as well as a scheme designer and actuary.

Over the coming months the Stakeholder Reference Group will design a number of workable models which meet the objectives set by the jury. These will be presented back to the jury in March 2018.

The jury will then select a preferred model on the basis that it best meets their objectives, with the government having committed to pursuing the model preferred by the jury.

The jury’s report is publicly available on Your Say, along with the presentations and evidence that helped inform their decisions. Transparency and community participation is vital to this pilot citizens’ jury process.
