Update on the delivery of the Payroll Capability and Human Resource Management Program

Cabinet agreed the Special Minister of State provide an update to the ACT Legislative Assembly on the delivery of the new Payroll Capability and Human Resource Management Program in accordance with the Assembly Resolution of 5 June 2024.
The delivery of the Payroll Capability and Human Resource Management Program will upgrade and implement systems that will have a direct and sustained positive impact on the Governance and institutions wellbeing domain for all ACT public servants and the contracted workforce. These impacts apply to approximately 33,000 staff from all directorates and agencies across the ACT Government.
Proposed amendments to section 44 of the Correction Management Act 2007

Cabinet agreed the introduction to the ACT Legislative Assembly an amendment to section 44 of the Corrections Management Act 2007.
The amendments will contribute to the governance and institutions wellbeing domain by better serving the human rights framework in the ACT. Resulting amendments will enhance the protection of the fundamental rights of detainees by providing clearer legislative guidelines surrounding the separation of non-convicted and convicted detainees, and ensuring operational frameworks service the ACT’s commitment to human rights.
Costs to deliver Strathnairn ECEC-Year 6 Primary School

Cabinet agreed to release provisioned funding and allocate funding from the General Works Provision to deliver the Strathnairn ECEC – Year 6 Primary School.
The proposal has a significant positive impact in the domains of - Education and lifelong learning, Health, Social Connection, Identity and Belonging and Environment and Climate; particularly for children and young people. It will provide the community new spaces for social interactions and sporting endeavours and use the most modern technology in sustainability.
Transport Canberra Zero Emission Transition Plan 2024 Update

Cabinet agreed the release of the Transport Canberra Zero-Emission Transition Plan 2024.
The preferred Transition Pathway Update for 2024 represents the draft preferred zero-emissions transition pathway. Transport Canberra will continue to refine and update the pathway during the transition noting the existing government investment for current stages and the dependency on securing investment for future stages and is based on experience from earlier stages. The plan will also be updated to align with future operational plans/requirements, continued coordination with energy providers, and to consider ongoing technology improvements.
ACT Government commitment to use low carbon concrete

Cabinet agreed to pilot the use of low carbon concrete in ACT Government projects where fit for purpose and to endorse the Low Carbon Concrete Policy.
Actions that reduce embodied emissions such as using low carbon concrete (LCC) are a vital step required to reduce scope 3 and embodied greenhouse gas (GHG) emissions in the ACT. Using LCC also supports efforts to reduce global GHG emissions and subsequent global warming.
Electronic Monitoring Feasibility Study and Implementation Strategy

Cabinet agreed the Justice and Community Safety Directorate develop an implementation plan and costings for a staged introduction of electronic monitoring for adults in the ACT. The first stage will focus on existing community based orders.
Electronic Monitoring in the justice system may result in improved feelings of safety and a reduction in victims of crime. Electronic monitoring in the community as an alternative to incarceration will improve social connection, identity and belonging and access to justice for those being monitored.
Government Response to the Auditor-General’s Report No.3 of 2024 – Management of the Growing and Renewing Public Housing Program

Cabinet agreed the Minister for Housing and Suburban Development table the Government response to the Auditor-Generals Report No.3 of 2024 – Management of the Growing and Renewing Public Housing Program in the ACT Legislative Assembly.
Through the Growing and Renewing Public Housing Program, the Government will ensure the continued and expanded provision of social housing to those most in need.
Supply water to NSW: ACT negotiation position

Cabinet agreed to progress discussions with the NSW Government regarding the potential provision of water to nearby NSW urban areas under terms that safeguard the ACT’s water security.
This submission has no direct impacts on wellbeing as it seeks to enter negotiations, however, the subsequent water trading and supply arrangements would have impacts in the economy and environment and climate domains.
Housing Support Program Priority Works Stream Implementation Plan

Cabinet agreed the Implementation Plan for the Housing Support Program Priority Works Stream and projects for the Housing Support Program Stream 2 Community-Enabling Infrastructure competitive grants program.
The Implementation Plan for the Housing Support Program Priority Works Stream includes initiatives that will enable increased housing supply and deliver other benefits broadly across the community.
Government Response to the ACT Auditor-General’s Report No.5 of 2024 – Management and oversight of ACT Policing services

ACT Volunteering Strategy 2024-2034

Cabinet agreed the Minister for Community Services, Seniors and Veterans present and table the ACT Volunteering Strategy 2024-2034 and first Action Plan 2024-2027 in the ACT Legislative Assembly.
The Strategy directly links to the social connection domain but cuts across all wellbeing domains. It will also help secure volunteering’s continued and significant contribution to the Territory’s economy.
Final Report to the Assembly – Review of laws protecting off-the-plan home buyers from unfair contract cancellation – Responses to the Public Consultation

Cabinet agreed the Attorney-General table a Final Report to the ACT Legislative Assembly on responses to the public consultation undertaken on the review of laws protecting off-the-plan home buyers from unfair contract cancellations.
The submission does not have a direct wellbeing impact, as no new initiatives are contemplated at this time. The recommendations made as a result of the feedback received through the public consultation process, and subject to further targeted consultation, may have a positive impact on the Canberra community in the housing and home domain.
Final Territory Plan – Statement and Executive Motion

Ministerial Statement – Digital Health Record and Digital Solutions Division Update on Implementation of Recommendation from Review and Audits

Cabinet agreed the Minister for Health present the Ministerial Statement and table documents providing an update on the implementation of recommendations from reviews and audits into the ACT Health Directorate Digital Solutions Division, and the Digital Health Record to the ACT Legislative Assembly.
The public release of information through the Ministerial Statement and the tabling of reviews and audits is likely to affect community trust in Government. The Ministerial Statement details findings of audits and reviews relating to budget, procurement, and financial management of the Digital Solutions Division in the ACT Health Directorate, and the Digital Health Record project.
ACT Government Response to the Legislative Assembly Resolution of 7 February 2024 in relation to Human Rights Incompliant Companies – Divestments.

Cabinet agreed the ACT Government Response to the ACT Legislative Assembly Resolution of 7 February 2024 in relation to Human Rights Incompliant Companies – Divestments.
While there are no assessed direct wellbeing impacts associated with this Submission, the value the ACT Government’s Responsible Investment Policy framework (and including the ESG assessment processes) delivers for the community includes more sustainable financial investment returns, a stronger alignment with values, increased public confidence in investment practices and processes, accountability and transparency.
