As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet. It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among the matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.

Committees of Cabinet

The Communications and Engagement Sub-committee of Cabinet was convened. Ministers joined with government officials to consider strategic issues around community engagement and communications.

Streamlining the process of responding to Auditor-General reports

Cabinet agreed to streamline the approach for responding to Auditor-General reports as part of a red tape reduction measure. The new guidelines recommend having a single senior nominated point of contact to lead a coordinated response to each audit. The Guidelines for Responding to Reports by the Auditor-General will be updated to reflect the recommended approach.

Canberra Institute of Technology 2014 Training Profile

Cabinet noted the Canberra Institute of Technology 2014 Training Profile which is an indicative list of the courses to be provided by CIT and the estimated training hours for each course for 2014. The Training Profile will form part of CIT’s Statement of Intent for 2014 which will be considered further by Government as part of the budget process. Cabinet also noted reforms underway in the vocational education and training sector under the Skills Reform National Partnership, and the likely influence of these reforms on the training profile in future years.

Pialligo Rural Village Master Plan

Cabinet agreed the Pialligo Master Plan, which outlines strategic planning and design directions to help protect the rural character of Pialligo and to guide its future development. The Master Plan identifies a number of actions that will support the delivery of key policy outcomes for Pialligo, including potential capital works. Construction and Energy Efficiency Legislation Amendment Bill 2013 (No 2) 

Cabinet agreed to commence drafting legislation for the Construction and Energy Efficiency Legislation Amendment Bill 2013 (No 2). The Bill is intended to refine the operation of a range of regulations applying to construction and related work in the Territory and the Energy Efficiency Improvement Scheme. The Bill will also implement provisions and penalties that complement recommendations from a previous review of building quality and an ongoing review of the Building Act 2004.

Gungahlin Shopfront Operating Model

Cabinet agreed to the Gungahlin Shopfront being a cashless, open plan operating model. The shopfront will have an open plan layout, without shopfront security barriers between staff and customers. Under this model, payments can be made by debit and credit card only; cash and cheques will not be accepted. All existing Canberra Connect Shopfronts will continue to take cash, cheque, debit and credit card payments, as will all Australia Post outlets where ACT Government bills can be paid. Corrections and Sentencing Amendment Bill

Cabinet agreed to develop the Corrections and Sentencing Amendment Bill 2013, which will amend corrections and sentencing legislation in order to resolve a number of issues identified by stakeholders including the Sentence Administration Board.

National Disability Insurance Scheme (NDIS) - ACT Sector Development Strategy Paper

Cabinet noted the NDIS ACT Sector Development Strategy Paper.  The Paper will inform the negotiating position with the Commonwealth for the investment of $12 million earmarked for the ACT from the Commonwealth Government National Sector Development Fund.

Architect’s Board

Cabinet agreed to endorse a proposed appointment to the Architect’s Board subject to Standing Committee consultation.
