As part of the ACT Government’s Open Government commitment, these are public summaries of matters considered by Cabinet. They are not intended to be a detailed set of minutes and do not cover all matters considered by Cabinet. Among the matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.

Committees of Cabinet

A Capital Metro subcommittee of Cabinet meeting was convened. Cabinet was provided a briefing on the Capital Metro Project.

Auditor-General Act: Clarification and Consultation Requirements

Cabinet agreed to introduce the Auditor-General Amendment Bill 2014 into the Legislative Assembly during the June sitting, which amends the Auditor-General Act 1996. The amendment Bill will clarify that the 14 day consultation period on certain reports only applies once, for any Legislative Assembly report, and that the Auditor-General provides an organisation or individual only those parts of the report which are relevant to them.

The Bill and Explanatory Statement will be available on the ACT Legislation Register following tabling in the Legislative Assembly.

Major Event Bill 2014

Cabinet agreed to the drafting of a Major Events Bill 2014 which will repeal the Major Events Security Act 2000. This proposed law will introduce new provisions for the security and management of major events and ensure the ACT is ready to host the AFC Asian Cup and the ICC Cricket World Cup events in early 2015. This bill is proposed for introduction in the Spring sittings of the Legislative Assembly.

Government response to coroner’s report: multiple deaths

Cabinet agreed to the government response to the Coroner’s report in relation to multiple deaths that occurred in the ACT. Cabinet agreed to the Attorney-General presenting the report and response in the Legislative Assembly. A copy of the report and response will be available in Hansard.

Domestic Animals Amendment Bill 2014

Cabinet agreed to introduce the Domestic Animals Amendment Bill 2014 to amend the Domestic Animals Act 2000 and Magistrates Court (Domestic Animals Infringement Notices) Regulation 2005. The amendments will create two new offences, one for allowing a dog to attack a person or animal causing serious injury and one for a dog attacking a person or animal causing serious injury in the absence of its keeper or a carer.

Long-term land release in the ACT: Issues and Options

Cabinet discussed a range to options for ongoing land release in the ACT and strategies for the continued supply of land for urban development.

Whole of Government Electricity Supply Contract Procurement

Cabinet noted the open procurement process for the ACT Government Retail Electricity Contract developed by the Territory and Municipal Services Directorate.

Appointments

Architect Board

Cabinet agreed to endorse the appointment of a member to the commercial lawyer position on the Architects Board for a period of three years, subject to consultation with the Standing Committee on Planning, Environment and Territory and Municipal Services.

Racing Appeals Tribunal

Cabinet agreed to endorse the reappointment of the Deputy President position to the Racing Appeals Tribunal for a period of three years, subject to consultation with the Standing Committee on Public Accounts.
