As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet.  It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet.  Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy.  Nothing in this document can be considered a waiver of the Government’s executive privilege.

National Arboretum Governance and Charter

Cabinet agreed to the establishment of the National Arboretum Canberra Strategic Advisory Board and the establishment of a public fund, administered by the ACT Public Trustee.  Cabinet agreed to seek approval for deductible gift recipient (DGR) status from the Australian Taxation Office to enable donations and sponsorships to be tax deductable. Cabinet also endorsed the National Arboretum Canberra Strategic Advisory Board:  Charter of Governance.

Responsible Investment Strategy

Cabinet agreed to the ACT Government responsible investment policy in response to the Standing Committee on Public Accounts Inquiry into the Exposure Draft of the Financial Management (Ethical Investment) Legislation Amendment Bill 2010.  The Policy incorporates the selective use of exclusion-based (negative) screening; requires that the Principles for Responsible Investment framework be enhanced by taking into account norms-based investment criteria; and requires the Government to develop a voting policy and directs its external investment managers to vote in accordance with that policy.  Examples of multi-voting policy options to consider are available in the Responsibe Investment Policy document along with the Government Response to the Standing Committee Inquiry, Responsible Investment Policy and United National Global Compact.

Financial Management Investment Amendment Bill 2012

Cabinet agreed the Government position in relation to the Private Member’s Bill - Financial Management (Investment) Legislation Amendment Bill 2012. 

Direct Sale of Land – Majura

Cabinet agreed the Canberra Airport is eligible to apply for a direct sale of block 497 Majura and the adjacent road reserve.

Governance Arrangements for Police Rewards in Cold Cases

Cabinet agreed to improve governance arrangements for police rewards in cold cases, in connection with information from the community that leads to a successful prosecution in certain circumstances.

City to Gungahlin Transit Corridor

Cabinet agreed to submit an application for forward design funding of the City to Gungahlin Transit Corridor to Infrastructure Australia’s Nation Building 2 program.  Cabinet noted Infrastructure Australia Submissions do not get released until the completion of the assessment process.

Cabinet agreed to release a progress report on the City to Gungahlin Transit Corridor project, including costing information and a summary of public consultation on transit options for the corridor.

Government Response to the Standing Committee on Planning, Public Works and Territory and Municipal Services Report No. 13 of 2012: Inquiry into the Tidbinbilla Revised Draft Plan of Management 2011

Cabinet agreed the Government response to the Standing Committee on Planning, Public Works and Territory and Municipal Services Report No 13 of 2012: Inquiry into the Tidbinbilla Revised Draft Plan of Management 2011.  The Government Response addresses the 9 recommendations put forward in the Committee’s report. Cabinet also noted the Tidbinbilla Plan of Management 2012. Both the Government Response and the Tidbinbilla Plan of Management 2012 will be available on the Territory and Municipal Services Directorate website from 14 August 2012 following Tabling in the ACT Legislative Assembly.

Appointments

ACT Bushfire Council

Cabinet agreed to endorse the proposed re-appointment of members to the ACT Bushfire Council, subject to Standing Committee consultation.

National Arboretum of Canberra Advisory Board

Cabinet agreed to endorse the appointment of the following members of the National Arboretum of Canberra Advisory Board for a period of 2 years:

  • Mr John Mackay (Chair);
  • Ms Jocelyn Plovits;
  • Mr David Marshall;
  • Mr Bob Winnel;
  • Ms Anne Duncan;
  • Mr Eric Koundouris;
  • Mr Jon Stanhope;
  • Professor Cris Brack;
  • Mr Gary Rake; and
  • Ms Fay Steward.

Government Schools Education Council

Cabinet agreed to endorse the proposed appointment of Community Members to the Government Schools Education Council, subject to Standing Committee consultation.

Non-government Schools Education Council

Cabinet agreed to endorse a proposed appointment to the Non-government Schools Education Council, subject to Standing Committee consultation.
