2025 ACTPS Enterprise Bargaining

Enterprise bargaining commenced in late July 2025 with the issuing of Notice of Employee Representational Rights (NERRs) to ACT Public Service (ACTPS) employees. The ACTPS is currently bargaining for the following enterprise agreements:

Where are we now?

Enterprise bargaining meetings are now underway across the ACTPS. We’re pleased to share more about our approach and how you can stay informed throughout the process.

The ACTPS has a strong tradition of working collaboratively with unions, bargaining representatives, and employees to ensure entitlements remain current, fair, consistent, and easy to understand and apply. For the 2025 bargaining round, we’re continuing this approach with a focus on respectful, transparent, and constructive negotiations.

On the 9th of December 2025 a Pay Offer and Entitlements Package was provided by Government. For further information please visit the Pay Offer and Entitlements page.

Following further negotiations, the ACT Government provided an improved offer to bargaining parties on the 11th of March 2026. This updated offer includes increases to the pay offer, while retaining all entitlements included in the previous offer. Our bargaining approach is underpinned by the following principles:

  • Good Faith Bargaining - respectful conduct, open communication, and timely progress toward agreement finalisation.
  • Psychosocial Health - strengthening our commitment to wellbeing.
  • Pay - a fair offer that protects wages and supports ACTPS competitiveness.
  • Agreement Duration - a proposed 3-year term to support a focused change agenda and smooth implementation.
  • Leave - strengthening existing provisions by improving leave flexibility and clarifying access. Some updates include enhancements to parental leave, expanded blood donation provisions and clearer public holiday arrangements.
  • Secure work conversion and overtime - refined clauses to make the process clearer.
  • Allowances - updated allowances, including for electric vehicles.

How to get involved

Registered unions are default bargaining representatives (representing ACTPS employees who are union members) and will be at the bargaining table. They do not need to be nominated as your representative. Most unions have commenced consultation through surveys and in-person meetings with their members to understand the claims they would like to be raised during bargaining.

Employees who wish to appoint a bargaining representative should provide details of their appointed representative in writing including full contact details for the representative (name, contact number, email address and the agreement which they are being appointed to bargain on), so that they can be informed of scheduled meetings and other relevant information. These details must be sent to:
