Fuel leak at Caltex Service Station in Holt

On 14 February 2020, Caltex Service Station at Kippax in Holt advised the ACT Environment Protection Authority (EPA) of a fuel leak from an underground storage tank at the site.

The EPA issued an Order on 3 March 2020 requiring Caltex to:

  • remove any residual product from the affected tank
  • cease using the tank
  • to remove product from the environment; and
  • assess the risk to human health of the occupants and visitors of the site.

Caltex is complying with EPA obligations and has undertaken extensive work to pump-out and recover petrol from the leak.

The tank is not currently in use and testing results to date have shown there are no unacceptable health risks at the site or to occupants of the neighbouring commercial and residential properties.

EPA issued a requirement for Caltex to undertake an environmental audit under Section 76(2) of the Environment Protection Act 1997. This requires all assessment works, remedial works and any proposed on-going management to be independently audited by an Authority approved contaminated land auditor.

Caltex is currently completing works to meet the requirements of the audit, including sampling, to determine the nature and extent of impacts (if any) beyond the service station site, assess potential risks and identify requirements for any further remediation activities.

Caltex is engaging with residents and commercial properties in the surrounding areas and continuing investigations and remediation work as required by the EPA.

The site remains suitable for continued operation and does not pose a risk to the operators or customers.

The EPA is continuing investigations into the circumstances of this incident.
