As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet.  It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet.  Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy.  Nothing in this document can be considered a waiver of the Government’s executive privilege.

Roadside Drug Testing

The Chief Police Officer provided a presentation for Cabinet on the implementation of roadside drug testing in the ACT under the Road Transport (Alcohol and Drugs) Act 1977.  ACT Policing commenced random roadside drug testing in May 2011.

Government Response to the Standing Committee on Public Accounts

Cabinet agreed the Government Response to the Report of the Standing Committee on Public Accounts – Inquiry into Appropriation Bill 2011-2012 (No. 2).  The Government Responseimg-icn-extlink was Tabled in the Legislative Assembly on 8 May.

Government Response to declaration of incompatibility under the Human Rights Act 2004

Cabinet agreed to the final Government Response in relation to the declaration of incompatibility issued by the ACT Supreme Court in In the matter of an application for Bail by Isa Islam (2010) 4 ACTLR 235 in respect of section 9C of the Bail Act 1992.  The Government Responseimg-icn-extlink was Tabled in the Legislative Assembly on 9 May.

National Energy Customer Framework

Cabinet agreed to implement the National Energy Customer Framework (NECF) in the ACT.  The NECF is a nationally consistent regulatory framework for the retail supply of electricity and gas.  A regulatory impact statement for the NECF is available on the Federal Department of Resources, Energy and Tourism websiteimg-icn-extlink 

Legislationimg-icn-extlink giving effect to the NECF was introduced in the Assembly on 10 May.

Cabinet agreed to the following Bills, for introduction in the Legislative Assembly during May:

  • Court Legislation Amendment Bill 2012
  • Crimes Amendment Bill 2012
  • Corrections and Sentencing Legislation Amendment Bill 2012
  • Disability Services Amendment Bill 2012
  • Children and Young People Amendment Bill 2012
  • Justice and Community Safety Legislation Amendment Bill 2012

ACT Long Service Leave Authority Board

Cabinet agreed to endorse the proposed appointments to the ACT Long Service Leave Authority Board, subject to Standing Committee consultation.
