As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet. It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among the matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.

Committees of Cabinet

Meetings of the Budget Committee of Cabinet were convened.  Treasury officials and Directors General joined with Ministers to discuss matters of economic and fiscal significance.

Liveable Cities Grant Project

Cabinet agreed to the Liveable Cities Grant Project final City Plan.  The City Plan is the strategic and spatial framework for the future growth and development of the City centre and will give effect to initiatives under the Government’s sustainability policies, including the ACT Planning Strategy, Transport for Canberra and Weathering the Change Action Plan 2.

The City Plan provides a single, overarching strategic and spatial framework for the city centre’s development into the future.  The Plan is based on six themes; growth, land use and development, transport and movement, public realm and design, civic and community infrastructure and strengthening the city centre’s identified character areas.

Digital Canberra

Cabinet agreed the Digital Canberra initiative as a major government priority, which aims to promote Canberra as city of digital opportunity, create digital networks and partnerships, accelerate the digital economy, build a city of innovation and connected communities, and support open government, citizen engagement and better services.  The Triple Bottom Line Assessment for this initiative is available on the Chief Minister and Treasury Directorate Websiteimg-icn-extlink.

Digital Canberra was developed based on industry and community feedback.  A range of new digital initiatives will be announced and implemented in 2014, including a Digital Canberra website.

Reform of Community Services Procurement, Contracting and Reporting

Cabinet agreed to strategic reforms to the procurement, contracting and reporting of human, social and community services from the community sector.  The reforms build on recent red-tape reduction initiatives implemented in the sector, including legislative changes to the Associations Incorporation Regulations to reduce audit costs for the sector; as well as reducing the frequency of financial reporting from six months to annually.

The reforms are presented in a report developed by a cross-government working group with input from the community sector.   The report, Triple Bottom Line Assessment and Communications Strategy are available on the Community Service Directorate Websiteimg-icn-extlink.

Appointments

Cabinet agreed to endorse the proposed appointments of part-time Official Visitors subject to Standing Committee Consultation.
