It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.

Committees of Cabinet

A Budget Committee of Cabinet meeting was convened. Treasury officials joined with Ministers to discuss matters of fiscal significance.

Intergovernmental Agreements

Cabinet considered the ACT position on a number of Intergovernmental Agreements and National Partnership Agreements. Once agreed by the Commonwealth, agreements will be available on the Council of Australian Governments website.

Government response to the report by the Standing Committee on Public Accounts on the Auditor-General’s Report No. 6 of 2012: Emergency Department Performance Information

Cabinet agreed the Government’s response to the Standing Committee on Public Accounts’ report on the Auditor-General’s Report on Emergency Department Performance Information. The Government’s response can be found here.

Official Visitor Amendment Bill 2013

Cabinet agreed the Attorney-General present the Official Visitor Amendment Bill 2013 in the Legislative Assembly. The Bill will ensure the Official Visitor Act 2012 is consistent with the Human Rights Act 2004 and the official visitor scheme is effectively implemented by clarifying official visitor functions and powers. Heritage Legislation Amendment Bill 2013

Cabinet agreed to the Government’s position in relation to recommendations of the 2010 review of the Heritage Act 2004. Accordingly, amendments to the Act were agreed to be finalised, following public consultation. Following passage of the Bill, a five year Heritage Strategy will be developed. The Bill, Explanatory Statement and Regulatory Impact Statement will be available on the ACT Legislation Register following presentation.

Carbon neutral ACT Government Framework

Cabinet was provided with an update on the implementation of the Carbon Neutral ACT Government Framework.

Parliamentary Agreement

Cabinet noted the progress made on implementing the Parliamentary Agreement for the 8th Legislative Assembly for the ACT. The Parliamentary Agreement is on the Open Government Website.

Canberra Institute of Technology (CIT) Vocational Education and Training (VET) profile

Cabinet noted processes being completed to finalise the Canberra Institute of Technology’s 2013-14 Statement of Intent.

Appointments

Cabinet endorsed proposed appointments and reappointment to the Building and Construction Industry Fund Board, subject to Standing Committee consultation.
Cabinet endorsed an appointment to the Government Schools Education Council, subject to Standing Committee consultation.
Cabinet endorsed a proposed reappointment to the Professional Standards Council, subject to Standing Committee consultation.
Cabinet endorsed appointments to the ACT Teacher Quality Institute Board, subject to Standing Committee consultation.
