Committees of Cabinet

A Budget Committee of Cabinet meeting was convened. Treasury officials joined with Ministers to finalise details of the 2013–14 ACT Budget.

Presentation on the Future Role of Public Housing

Cabinet was provided a presentation on the Future role of Public Housing in the ACT.

ACT Government Submission to the Select Committee on Regional Development

Cabinet agreed the ACT Government Submission to the Select Committee on Regional Development’s inquiry into the ACT’s relationship with the surrounding region.

Legislation (Penalty Units) Amendment Bill 2013

Cabinet agreed the Legislation (Penalty Units) Amendment Bill 2013 to increase penalty unit amounts for court imposed fines. This increase is in line with the consumer price index from the time penalty units were introduced in the Legislation Act in 2001. Cabinet noted the last time penalty unit amounts for court imposed fines had been increased was 2009. The Bill will be introduced in the Legislative Assembly during the June sitting. The Bill and Explanatory Statement will be available on the ACT Legislation Register following introduction.

Expansion of the Energy Efficiency Improvement Scheme (EEIS) to the Business Sector

Cabinet agreed to expand the Energy Efficiency Improvement Scheme to the non-residential sector and were updated on implementation progress of the scheme for the residential sector. The Triple Bottom Line Assessment Summary and the Regulatory Impact Summary are available on the EPSDD website.

Government Response to the Independent Competition and Regulatory Commission (ICRC) Report on Secondary Water Use in the ACT

Cabinet agreed the ACT Government’s Response to the Independent Competition and Regulatory Commission Report on Secondary Water Use in the ACT. The Report by the Independent Competition and Regulatory Commission is available on the ICRC’s Website. The Government’s response can be found on the ESDD website.

Government Response to the Commissioner for Sustainability and the Environment Report on the State of Watercourses and Catchments for Lake Burley Griffin

Cabinet agreed the ACT Government Response to the Commissioner for Sustainability and the Environment Report on the State of the Watercourses and Catchments for Lake Burley Griffin. The Report by the Commissioner for Sustainability and the Environment is available on their website. The Government’s response can be found on the ESDD website.

Revised ACT Water Strategy (Draft) following the review of Think Water, Act Water

Cabinet agreed to release the draft revised ACT Water Strategy ‘Water for the Future – Striking the Balance’ for public consultation. The revised strategy has been prepared to continue a dialogue with the community on water, and to build on the previous 2004 Think Water, Act Water. The Water for the Future – Striking the Balance draft strategy and the Think Water, Act Water Strategy will be made available on the ESDD website.

Territory and Municipal Services Legislation Amendment Bill

Cabinet agreed the Territory and Municipal Services Legislation Amendment Bill 2013. This Bill will make minor amendments to the Animal Diseases Act 2005, Animal Diseases Regulation 2006, Cemeteries and Crematoria Act 2003, Stock Act 2005 and Stock Regulation 2005. The Bill is proposed for introduction in the Legislative Assembly during the June sitting and will be available on the ACT Legislation Register following introduction.

Implementation of the Regulatory Levy on Workers’ Compensation Insurers from 2013–14

Cabinet noted changes made to the Regulation Levy procedures in accordance with a previous Cabinet Direction.
