Human Services Blueprint
Cabinet noted a presentation on the Human Services Blueprint, which is currently being developed to provide a cohesive framework to inform the future of human services delivery in the ACT using a ‘One Human Service’ approach.
Direct sale to the Scout Association Australia Australian Capital Territory Branch Incorporated - Block 19 section 24 O’Connor
Cabinet agreed the Scout Association of Australia ACT Branch Incorporated (the Scouts) is eligible to apply for a direct sale of Block 19 Section 24 O’Connor. The site in question has been used for scouting purposes for more than fifty years. A map of the block and eligibility criteria assessment are available on the EPSDD website.
Direct sale of part blocks 1572, 1611 and 1654 district of Tuggeranong to ACTEW Water
Cabinet agreed to the direct sale of three separate Crown leases over part Blocks 1572, 1611 and 1654 District of Tuggeranong to ACTEW Corporation Ltd for the purpose of a water supply facility and power station. Consistent with the direct sale charging policy, ACTEW is required to pay market value for each of the three blocks. Territory and Municipal Services Legislation Amendment Bills
Cabinet agreed to create an annual omnibus bill to make minor policy, technical and editorial amendments to legislation in the Territory and Municipal Services (TAMS) portfolio. Due to their accelerated Cabinet processes, omnibus bills allow responsive legislative action and have the possibility of reducing red tape. If no minor amendments are required or appropriate for an omnibus TAMS bill, there is no requirement to progress one in a particular year.
Service ACT- service accessibility reform
Cabinet noted the development of a Service Access Strategy for the ACT Government as part of the Service Accessibility Reform Project being undertaken by Service ACT. There is ongoing consultation with directorates and the community to inform the development of the strategy.
Healthy weight initiative
Cabinet noted the Healthy Weight Initiative Action Plan, which was prepared to provide a public document to highlight the work underway across the ACT Government to halt the rising rates of overweight and obesity in the ACT community. The Action Plan, Towards Zero Growth, sets out the ambitious goal of zero growth in obesity within the ACT, focusing on strategies that make active and healthy lifestyle choices easier.

Investment Advisory Board
Cabinet agreed to endorse the following part-time reappointments to the Investment Advisory Board 2013:
- Mr Neville Page (Chair)
- Mr Ephrain Grunhard
- Ms Catherine Wood
- Mr Duncan Paterson.
Senior Secondary Studies
Cabinet agreed to endorse a number of proposed appointments to the Board of Senior Secondary Studies, subject to Standing Committee consultation.
