As part of the ACT Government's Open Government commitment, this document is a public summary of matters considered by Cabinet.  It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet.  Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy.  Nothing in this document can be considered a waiver of the Government's executive privilege.

Committees of Cabinet

The Budget Committee of Cabinet was convened. Treasury officials joined with Ministers to discuss matters of economic and fiscal significance.

Crimes Legislation Amendment Bill 2013

Cabinet agreed the Attorney General present the Crimes Legislation Amendment Bill 2013 in the Legislative Assembly. The Bill will make minor and more substantive amendments to the following Acts:

  • Bail Act 1992;
  • Crimes Act 1900;
  • Crimes (Assumed Identities) Act 2009;
  • Crimes (Child Sex Offender) Act 2005;
  • Crimes (Forensic Procedures) Act 2000;
  • Criminal Code 2002;
  • Drugs of Dependence Act 1989; and
  • Firearms Act 1996

to address a number of criminal justice issues that have arisen in the ACT.

Section 57 Coroner Report – Diamant Hotel Fire

Cabinet agreed the Attorney General table the Executive Response to the Coroner's Report, under Section 57(3) of the Coroners Act 1997, into a Fire at the Diamant Hotel, Acton in the Legislative Assembly during the October sitting period. The Coroner's Report and Executive Response will be publically available on the JACSD Websiteimg-icn-extlink following tabling in the Legislative Assembly.

Payroll Tax Amendment Bill 2013

Cabinet agreed to the Payroll Tax Amendment Bill 2013 (No 2) and its introduction in the ACT Legislative Assembly in the October 2013 sittings. The Bill seeks to introduce legislative amendments to implement the Government's election commitment to provide a payroll tax concession of up to $4,000 to businesses who hire a recent school leaver with disability. Long Service Leave (Portable Schemes) Amendment Bill 2013

Cabinet agreed to the Long Service Leave (Portable Schemes) Amendment Bill 2013 and its introduction in the ACT Legislative Assembly in the October 2013 sittings. The Bill amends the Long Service Leave (Portable Schemes) Act 2009 to clarify the application of certain provisions, to ensure the intended policy is clearly reflected and provide for the continued effective administration of portable schemes by the ACT Long Service Leave Authority. Ministerial Statement on Strengthening Families

Cabinet agreed the Ministerial Statement regarding the Government's Strengthening Families initiative, be tabled in the ACT Legislative Assembly in the October 2013 sittings.  The statement provides background to the development of this initiative, covers progress to date and highlights the importance of the initiative. The Ministerial Statement will be publically available on the Hansard websiteimg-icn-extlink following tabling in the Assembly.

Appointments

Sentence Administration Board

Cabinet agreed to endorse proposed appointments to the Sentence Administration Board subject to Standing Committee consultation.

Cabinet Secretary
