Week commencing 10 September 2013 - Summary of Cabinet Outcomes

As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet.  It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet.  Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy.  Nothing in this document can be considered a waiver of the Government’s executive privilege.

Committees of Cabinet

A Budget Committee of Cabinet meeting was convened.  Treasury officials joined with Minister to discuss matters of economic and fiscal significance.

Options for Planning and Development around City Hill

Cabinet agreed on planning and development options for a number of key sites around City Hill.  These decisions will inform the final phase of drafting for the City Plan.

Review of Regulatory Impact Assessment Processes: Issues Paper

Cabinet agreed to release the Review of Regulatory Impact Assessment (RIA) Processes - Issues Paper and to undertake public consultation on the findings of the Issues Paper in the ACT.  The Issues Paper outlines the review of RIA processes and practices, which follows RIA reform commitments made by the ACT at the Council of Australian Governments’ Business Advisory Forum in December 2012.  The Review of Regulatory Impact Assessment in the ACT is available here.

Long Service Leave (Portable Schemes) Amendment Bill 2013

Cabinet agreed that a Bill be prepared to amend the Long Service Leave (Portable Schemes) Act 2009 (the Act).  Portable schemes allow workers to accumulate their general entitlement to long service leave by service within an industry rather than with a single employer.  The proposed Bill would make minor amendments to the Act, clarifying the application of certain provisions, ensuring the intended policy is clearly reflected and provides for the continued effective administration of portable schemes by the ACT Long Service Leave Authority.  The Summary of the Triple Bottom Line Assessment is available here.

Statute Law Amendment Bill 2013 (No 2)

Cabinet agreed to present the Statute Law Amendment Bill 2013 (No 2) to the Legislative Assembly.  The bill makes non-controversial, minor and technical amendments to legislation under the technical amendments program.  The object of the program is to make ACT legislation simpler, more coherent and to keep it up-to-date. The bill and explanatory statement will be available on the ACT Legislation Register following introduction in the ACT Legislative Assembly.

Whole of government fees and charges policy for public events

Cabinet was provided an update on development of a whole of government fees and charges policy for public events held in the ACT.  The need for such a policy was identified following concerns raised by the events sector, specifically in relation to transparency and consistency across government.

Appointments

Cabinet agreed to endorse a proposed appointment to the ACT Legal Aid Commission, subject to Standing Committee consultation.

Cabinet agreed to endorse the following proposed reappointments to the Motor Vehicle Industry Advisory Committee on a full-time basis:

  • Mr Jon Waterhouse
  • Mr Clinton Lewin
  • Mr Wayne Gosling
  • Ms Rachael Milfull
  • Executive Director, Motor Trades Association of the ACT
  • Director, Environment Protection and Water Regulation

Cabinet agreed to endorse proposed reappointments to the Canberra Institute of Technology Advisory Council, subject to Standing Committee consultation.
