As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet.  It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet.  Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy.  Nothing in this document can be considered a waiver of the Government’s executive privilege.

Human Services Blueprint

Cabinet endorsed the finalisation of a Human Services Blueprint that outlines the future reform approach to human services delivery in the ACT.  The Human Services Blueprint provides the framework for the community, health, education and justice systems to work together where a joined-up response is required.
Cabinet agreed to publicly release of the Human Services Technical Specifications and Human Services Blueprint Consultation Report to coincide with the release of the Human Services Report.  More information on the Human Services Blueprint can be found on the Community Services Directorate websiteimg-icn-extlink.

Direct Sale of Block 13 Section 42 Rivett to the Ahmadiyya Muslim Association Australia ACT Branch

Cabinet agreed to the eligibility of the Ahmadiyya Muslim Association Australia Limited to receive a direct sale of a lease over Block 13 Section 28 Rivett under section 112 of the Planning and Development Regulation 2008 to develop a place of worship.  More information can be found on the Economic, Planning and Sustainable Development Directorate websiteimg-icn-extlink.

Duties (Commercial Leases) Amendment Bill 2014

Cabinet agreed to present the Duties (Commercial Leases) Amendment Bill 2014 to the Legislative Assembly.  The Duties (Commercial Leases) Amendment Bill will replace the current provisions in the Duties Act 1999 that impose duty on a long-term commercial lease (a lease that has a term of 30 years or greater) and will alternatively impose duty on a premium paid for the grant or transfer of a commercial lease.  The Bill and Explanatory Statement will be available on the ACT Legislation Registerimg-icn-extlink following tabling in the Legislative Assembly.

Solar Auction Review and Future Large-scale Capacity Releases

Cabinet noted the previous decision for a strategy of investment by the Territory in further large-scale renewable energy in support of emission reduction targets under the Climate Change and Greenhouse Gas Reduction Act 2010, Climate Change Action Plan 2 and the 2012 Labor-Greens Parliamentary Agreement.  The relevant documents can be found at the links below:
