As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet. It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among the matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.

Budget Committee of Cabinet

A meeting of the Budget Committee of Cabinet was convened.  Treasury officials joined with Ministers to agree the 2013-14 Supplementary Appropriation Bills be introduced in the Legislative Assembly on 20 March 2014.

ACTTAB – Amendments to Territory-owned Corporations Act 1990

Cabinet agreed to a Bill to exclude ACTTAB from the application of the Territory-owned Corporations Act 1990 to facilitate the sale of the business. The Bill and Explanatory Statement will be available on the ACT Legislation Registerimg-icn-extlink following tabling in the Legislative Assembly.

Justice and Community Safety Legislation Amendment Bill 2014

Cabinet agreed to present the Justice and Community Safety Legislation Amendment Bill 2014, making amendments to improve and clarify legislation administered by the Justice and Community Safety Directorate. The Bill amends the following laws:

  • Agents Act 2003;
  • Coroners Act 1997;
  • Director of Public Prosecutions Act 1990;
  • Family Provision Act 1969;
  • Legal Profession Act 2006; and
  • Public Trustee Act 1985.

Information Privacy Bill 2014

Cabinet agreed to introduce an ACT-specific Information Privacy Bill that will regulate the handling of personal information (other than personal health information) by public sector agencies in the Territory. The proposed bill is consistent with the Commonwealth Privacy Act.  The introduction of an ACT Privacy Act was a 2008 and 2012 ACT Labor election commitment.

Planning and Development (Project Facilitation) Amendment Bill 2014

Cabinet agreed to amendments to the Planning and Development Act 2007 to improve efficiencies in the Territory Plan variation and development assessment processes. These amendments will assist the Government in urban planning and will provide a mechanism within the existing planning system to enable the streamlined delivery of key Government priorities, including in the first instance the secure mental health facility at Symonston and Capital Metro.

Getting Home Safely – Six monthly report

Cabinet agreed the Minister for Workplace Safety and Industrial Relations make a ministerial statement to update the progress of implementing the recommendations from the report: Getting Home Safely: Inquiry into Compliance with Work Health and Safety Requirements in the ACT’s Construction Industry.  The statement will be available in Hansardimg-icn-extlink.

Ministerial Statement on the Enhanced Service Offer Process

Cabinet agreed the Minister for Disability, Children and Young People update the Assembly on the outcome of the Enhanced Service Offer Process.  The statement will be available in Hansardimg-icn-extlink.

Appointments

Technology Advisory Council

Cabinet agreed to endorse appointments to the Canberra Institute of Technology Advisory Council subject to Standing Committee consultation.

Building and Construction Industry Training Fund Board

Cabinet agreed to endorse appointments to the Building and Construction Industry Training Fund Board subject to Standing Committee consultation.

Board of Senior Secondary Studies

Cabinet agreed to endorse appointments to the Board of Senior Secondary Studies subject to Standing Committee consultation.
