As part of the ACT Government’s Open Government commitment, these are public summaries of matters considered by Cabinet. They are not intended to be a detailed set of minutes and do not cover all matters considered by Cabinet. Among the matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.\

Budget Committee of Cabinet
Meetings of the Budget Committee of Cabinet were convened. Ministers joined with Government Officials to consider matters of fiscal and economic significance.
Service ACT Reform – Bill payment policy
Cabinet agreed a new ACT Government Bill Payment Policy to better align with government priorities and the agreed direction to increase the level of digital services provided to the community. The new policy:
- outlines new government principles for bill payment services;
- provides for the standardisation of bill presentment and payment methods available to the community;
- requires new bill payment systems designed post 1 July 2014 to consider building in capability for electronic delivery of bills; and
- sets the framework for future innovation in bill payment services
The new policy will give customers choice about how they access ACT Government bill payment services, focuses on digital payment options - but not at the exclusion of other options and will provided a more streamlined and easy to use process. The ACT Government Bill Payment Policy will soon be available on the Access Canberra website.
Options for future kangaroo management in the ACT
Cabinet considered a range of options including non-lethal alternatives for the future management of kangaroos in the ACT, to minimise adverse environmental, economic and social impacts of over-abundant kangaroo populations. Cabinet agreed to continue the implementation of the Kangaroo Management Plan, with additional resources for fertility control of Eastern grey kangaroos. Cabinet rejected further research on large scale translocation. Minister Rattenbury disagreed on this last point.
ACT Government submission to the Senate Select Committee on School Funding
Cabinet agreed to the ACT Government’s submission to the Senate Select Committee on School Funding inquiry into national school funding arrangements and school reform. Cabinet agreed that the Minister for Education and Training provide the ACT Government submission to the Senate Select Committee on School Funding. It is expected that the submissions will be released by the Senate committee in the near future.
Centenary of Canberra
Cabinet noted the Centenary of Canberra quarterly report that outlined the major events that occurred during September 2013 to January 2014. These included:
- SPIN: Canberra’s Weekends on Wheels which showcased anything and everything that spinned;
- Scentenary Gardens at the Brian Hennessey Rehabilitation Centre at the Calvary Hospital;
- The Kids, Creatures and 100 Harlequins Children’s’ Week event in Glebe Park, with the world premiere of the new Indigenous work commissioned by the Centenary of Canberra, Biami; and
- Windows to the World which saw 35 diplomatic missions in Canberra participate in a program where the general public could visit the estates of the embassies and high commissions.

Material Recovery Facility
Cabinet noted the Territory’s negotiations for a new service agreement for the operation of the Hume Material Recovery Facility. The new service agreement enables the continuation of the recycling plant at Hume.
Appointments
Domestic Violence Prevention Council
Cabinet agreed to endorse appointments to the Domestic Violence Prevention Council, subject to Standing Committee consultation.
Adjudicator under the Corrections Management Act 2007
Cabinet agreed to endorse the proposed appointment of Mr Lorraine Walker as a part-time adjudicator under the Corrections Management Act 2007.
