As part of the ACT Government’s Open Government commitment, these are public summaries of matters considered by Cabinet. They are not intended to be a detailed set of minutes and do not cover all matters considered by Cabinet. Among the matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.

Committees of Cabinet

Budget Committee

A Budget Committee of Cabinet meeting was convened.  Treasury officials joined with Ministers to discuss matters of economic and fiscal significance.

Expenditure Review Committee

An Expenditure Review Committee of Cabinet meeting was held.  Officials briefed Ministers about significant matters relating to government expenditure.

Council of Australian Governments Meeting – 2 May 2014

Cabinet discussed the agenda for the Council of Australian Governments meeting of
2 May 2014.  Cabinet considered the ACT’s position in relation to the key issues listed for discussion.

Red Tape Reduction Reforms Bill 2014

Cabinet agreed to commence drafting amendments to several pieces of legislation as part of the Government’s commitment to reducing red tape.  Amendments are proposed to be made to the following:

  • Planning and Development Regulation 2008;
  • Public Unleased Land Act 2013;
  • Gaming Machine Act 2004;
  • Casino Control Act 2006;
  • Race and Sports Bookmaking Act 2001;
  • Registration of Deeds Act 1957;
  • Tobacco Act 1927;
  • Hawkers Act 2003;
  • Security Industry Act 2003;
  • Fair Trading (Motor Vehicle Repair Industry) Act 2010;
  • Pawnbrokers Act 1902;
  • Sale of Motor Vehicles Act 1977; and
  • Second-Hand Dealers Act 1906.

Government Submission to the Select Committee Inquiry into Amendments to the Electoral Act 1992

Cabinet agreed to the Government submission to the Select Committee Inquiry into amendments to the Electoral Act 1992.  Cabinet agreed that the Attorney-General provide the submission to the Committee.  Minister Rattenbury did not take part in consideration of this matter as he is a member of the Select Committee.

City Plan Implementation

Cabinet considered governance arrangements for the City Plan implementation, including the City to the Lake project.  Cabinet agreed to the proposed implementation frameworks to enable delivery of the desired outcomes that will benefit the ACT community.

Test of the Telephone Emergency Warning System on 3 May 2014

Cabinet noted the test of the telephone emergency warning system (EMERGENCY ALERT) to be undertaken between 12:00 noon and 4:00 pm on Saturday 3 May 2014 to a number of selected streets in the suburbs of Gungahlin, Turner, O’Connor, Fadden, Gowrie, Macarthur, Conder and the Cotter Reserve.

Teacher Quality Institute Board Chair

Cabinet agreed to endorse the proposed appointment of Chair to the Teacher Quality Institute Board, subject to Standing Committee consultation.
