SUMMARY OF CABINET OUTCOMES FOR 11 MAY 2015

Committees of Cabinet

A Capital Metro Subcommittee of Cabinet meeting was convened. Ministers considered options for the future delivery of a light rail service for the ACT.

Electricity Feed-in Tariff Schemes Legislation Amendment Bill 2015

Cabinet discussed proposed amendments to the Electricity Feed-in (Renewable Energy Premium) Act 2008 and the Electricity Feed-in (Large-scale Renewable Energy Generation) Act 2011. These amendments aim to provide greater investment certainty to participants in the Territory's renewable energy feed-in tariff schemes and to improve overall administrative effectiveness.

ACT Road Safety Camera Strategy

Cabinet agreed to the tabling of the ACT Road Safety Camera Strategy and the ACT Government Response to the Standing Committee on Public Accounts' report on the Auditor-General's performance audit (Speed Cameras in the ACT)in the second May sitting of the ACT Legislative Assembly. The ACT Road Safety Camera Program aims to improve compliance with speed limits and subsequently reduce the number of deaths and serious injuries on ACT roads.

Planning and Development (Call-in Power) Legislation Amendment Bill 2014

Cabinet discussed the Planning and Development (Call-in Power) Legislation Amendment Bill 2014. The Greens Minister absented himself from the discussion.

Planning and Development (University of Canberra and Other Leases) Legislation Amendment Bill 2015

Cabinet agreed to the tabling of the Bill, which will support development at the University of Canberra campus to allow it to pursue opportunities for expansion and growth. The Bill will be available on the ACT Legislation Register following presentation.

Education Amendment Bill 2015

Cabinet agreed to the tabling of the Education Amendment Bill 2015 in the second May sitting of the ACT Legislative Assembly. The Bill will be available on the ACT Legislation Register following presentation.

Gaming Machine (Reform) Amendment Bill 2015

Cabinet agreed to the tabling of the Gaming Machine (Reform) Amendment Bill 2015, which amends the Gaming Machine Act 2004 to introduce remaining reforms under the Gaming Machine Reform Package. The Bill will be available on the ACT Legislation Register following presentation.

Veterinary Surgeons Bill 2015

Cabinet agreed to the tabling of the Veterinary Surgeons Bill 2015, which repeals the Health Professionals Act 2004 and provides occupational specific legislation to cover the regulation of the veterinary surgeon profession. The Bill will be available on the ACT Legislation Register following presentation.

Road Transport Legislation Amendment Bill 2015

Cabinet agreed to the tabling of the Road Transport Legislation Amendment Bill 2015, which amends the road transport legislation and the Crimes Act 1900 to improve road safety in the ACT, including by targeting anti-social driving behaviour such as drink driving and 'hooning'. The Bill will be available on the ACT Legislation Register following presentation.

ACT Government Response to the Report 'Developing an ACT crisis response to women with disabilities who experience domestic violence and/or sexual assault'

Cabinet agreed to the ACT Government Response to the Disability and Community Services Commissioner report titled 'Developing an ACT crisis response to women with disabilities who experience domestic violence and/or sexual assault'.

Government Submission to the Standing Committee on Public Accounts inquiry into the elements impacting on the future of the ACT clubs sector

Cabinet agreed to ACT Government submission to the Standing Committee on Public Accounts inquiry into the elements impacting on the future of the ACT clubs sector. The Greens Minister absented himself from the discussion.

Ministerial Statements

Cabinet considered a number of proposed Ministerial Statements to the Legislative Assembly.

Appointments

Cabinet endorsed the appointment of:

  • a part-time Official Visitor (under the Corrections Management Act 2007) until30 June 2018, subject to consultation with the Standing Committee on Justice and Community Safety;
  • a part-time Official Visitor (under the MentalHealth (Treatment and Care) Act 1994) for three years until 23 July 2015, subject to consultation with the Standing Committee on Justice and Community Safety; and
  • a member of the Interim Children and Youth ServicesMinisterial Advisory Council from 12 May 2015 to 19 October 2015.
