It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.

Committees of Cabinet

A meeting of the Budget Committee of Cabinet was convened. Ministers and Treasury officials discussed items of fiscal importance to the ACT.  

ACT Ombudsman Amendment (Child Protection) Bill 2016

Cabinet considered proposals to improve reporting and oversight of allegations of misconduct against children. Cabinet endorsed further development of the proposals including legislative amendments.

Review of the Residential Tenancies Act 1997

Cabinet endorsed drafting of amendments to the Residential Tenancies Act 1997 as proposed in the report and agreed to the tabling of the Review of the Residential Tenancies Act 1997 in the Legislative Assembly.

Revenue Legislation Amendment Bill 2016

Cabinet endorsed minor policy and technical amendments to ACT taxation legislation and agreed to the presentation of the Bill in the Legislative Assembly in the May sitting week.

Justice and Community Safety Legislation Amendment Bill 2016

Cabinet agreed to introduce the Justice and Community Safety Legislation Amendment Bill 2016 in the Legislative Assembly in the May sitting week. The Bill makes amendments to a number of Acts and Regulations administered by the Justice and Community Safety Directorate.


Reforms to the Discrimination Act 1991

Cabinet endorsed the drafting of legislation to amend the Discrimination Act 1991 in order to improve its scope, coverage and operation.

Crimes (Serious and Organised Crime) Legislation Amendment Bill 2016

Cabinet endorsed the drafting of amendments to legislation in order to strengthen the powers available to ACT Policing to target and disrupt serious and organised criminal activities in the ACT.

Mental Health Amendment Bill 2016

Cabinet endorsed the Mental Health Amendment Bill 2016, which includes amendments to enable the transfer of court ordered custody for detainees and young detainees who are transferred to the Secure Mental Health Unit. Cabinet agreed to introduce the Bill in the Legislative Assembly during the May sitting week.

Mental Health (Secure Facilities) Bill 2016

Cabinet endorsed the Mental Health (Secure Facilities) Bill 2016, which is designed to strengthen the operation of secure mental health facilities in advance of the opening of the Secure Mental Health Unit.

Independent Competition and Regulatory Commission Act Amendment Bill 2016

Cabinet agreed to introduce the Independent Competition and Regulatory Commission Act Amendment Bill 2016 in the Legislative Assembly during the May sitting week. The Bill makes amendments to the Independent Competition and Regulatory Commission Act 1997, agreed to by the Government within its response to the Peter Grant Review of the Water and Sewerage Pricing Framework.

Response to Assembly Resolution from 6 April 2016 regarding the Memorandum of Understanding on Procurement of Works and Services by the ACT Government (Past and Current)

Cabinet agreed to the Response on the Memorandum of Understanding being tabled in the Legislative Assembly during the May sitting week.

Singapore and China Trade Mission April 2016


Cabinet endorsed a Ministerial Statement by the Minister for Economic Development on his Trade Mission to Singapore and China in April 2016.
