It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.

Committees of Cabinet

A meeting of the Budget Committee of Cabinet was convened. Ministers and Treasury officials discussed items of fiscal importance to the ACT.

Land Agency Governance Arrangements – Implementation

Cabinet agreed to the introduction of legislation establishing the City Renewal Authority and Suburban Land Agency.  

Addendum to the National Health Reform Agreement (NHRA) and associated bilateral schedule

Cabinet agreed to the Addendum to the National Health Reform Agreement which will recast public hospitals funding for the period 2017 – 2020.  As part of the Addendum development process, Cabinet also agreed to the ACT Bilateral Agreement to ensure no reduction in public hospital funding for the period of the agreement.

Government Response to the Auditor General’s Report No 9 of 2016 - Commissioner for International Engagement - position creation and appointment process

Cabinet agreed to a Government response to the ACT Auditor-General’s report on the Commissioner for International Engagement - position creation and appointment process. The response will be tabled in the Legislative Assembly during the March 2017 sitting period by the Chief Minister.  

Gene Technology Amendment Bill 2017

Cabinet agreed to the Gene Technology Amendment Bill 2017. The Bill makes amendments to the Gene Technology Act 2003 which are required to ensure a nationally consistent regulatory system for gene technology following the recent amendments to the Gene Technology Act 2000 (Cwth).

Firearms Amendment Bill 2017

Cabinet agreed to the introduction of the Firearms Amendment Bill 2017 to amend the Firearms Act 1996 to reclassify lever action shotguns with a magazine capacity of:

  • up to five rounds to Category B; and
  • more than five rounds as Category D.

Red Tape Reduction Legislation Amendment Bill 2017

Cabinet agreed to present the Red Tape Reduction Legislation Amendment Bill 2017 (the Bill) to the Legislative Assembly.  The Bill makes a number of amendments to various acts as part of the Government’s commitment to reducing red tape and approving better legislation.  

Ministerial Statement - Terms of Reference for the System-Wide Review of ACT Health Data and Reporting

Cabinet agreed to this Ministerial Statement being presented to the ACT Legislative Assembly during the March 2017 sitting period by the Minister for Health.  

Ministerial Statement – Climate Action Roundtable

Cabinet agreed to this Ministerial Statement being presented to the ACT Legislative Assembly during the March 2017 sitting period by the Minister for Climate Change and Sustainability.  

Ministerial Statement - Progress Update on the Implementation of the ACT Children and Young People’s Commitment 2015 – 2025

Cabinet agreed to this Ministerial Statement being presented to the ACT Legislative Assembly during the March 2017 sitting period by the Minister for Disability, Children and Youth.

Cabinet endorsed appointment(s) to the:

  • ACT Heritage Council; and
  • ACT Lesbian, Gay, Bisexual, Transgender, Intersex, Queer Ministerial Advisory Council.
