Cutting red tape to drive innovation

Minister for Regulatory Services Gordon Ramsay has today introduced the annual Red Tape Reduction Bill, which has a number of changes to make it easier for businesses, not-for-profit groups and individuals to interact with Government.

“This is the Government’s fifth omnibus Bill which cuts red tape, and we expect business, not-for-profits, government and a wide range of Canberrans will see time and cost savings as a result of these changes,” Minister Ramsay said.

“Regulation is valuable, but there’s no doubt some of the ACT’s regulation can be modernised to simplify the community’s interactions with government and to drive innovation to support a vibrant city.”

Minister Ramsay said that the current Bill had a particular focus on streamlining processes and regulation for our community sector.

“After the Government reduced duplication and reporting requirements for Associations last year, this Bill will simplify the way we categorise Associations, strengthen their governance requirements and update a range of processes for contemporary practice.

“This will mean that our Associations can spend more time doing what they do best – supporting our community through their work in the arts, welfare, the environment, veterans, sports and multicultural sectors – rather than on paperwork.”

Other changes in the Bill include:

  • making way for emerging forms of identification by allowing for alternatives to using government‑issued hardcopy ID in licensed venues, the casino and venues selling tobacco – such as Australia Post Keypass ID which is in digital form
  • removing the compulsory use of outdated technology – such as telex machines – in legislation
  • removing defunct references to car market operators for second-hand car sales
  • removing duplicated listings of threatened species and streamlining conservation advice process, and
  • removing references to obsolete processes and procedures within the Land Titles Act 1925.

“As the ACT Government continues to cut red tape, we will ensure our regulatory processes and outcomes are appropriate, efficient and effective,” Minister Ramsay said.
