Final report into implementation of the Independent Review into the Workplace Culture within ACT Public Health Services

Released 23/03/2023

The ACT Government has released the third and final independent report into the implementation of the Independent Review into the Workplace Culture within ACT Public Health Services.

This report marks the completion of the three-year Culture Review Implementation program and shows the ACT Government has completed all 20 recommendations from the 2019 review.

Minister for Health Rachel Stephen-Smith said while the program has been completed, the ACT Government is committed to continuing to drive positive cultural change across the ACT public health system.

“Over the three years of the Culture Review Implementation Program an extraordinary amount of work has been done by the ACT Health Directorate, Canberra Health Services and Calvary Public Hospital.

“There have been countless staff involved in developing actions and implementing programs within individual teams from our nurses, midwives, doctors, allied health staff to our support services teams and policy officers. This is a program that has engaged thousands of our health workforce to make important cultural change in our health services.

“The findings of this review show substantial progress has been made to improve workplace culture over what has been an exceptional period of challenges and pressure for all health systems.

“It also identifies areas for continued focus as all organisations embed cultural reform into their business-as-usual activities,” said Minister Stephen-Smith.

Ongoing work includes finalising the system-wide workforce strategy, continuing leadership programs and measuring progress of culture improvement within organisations on a regular basis.

The ACT Government will also continue working with consumers, workforce representatives and education, training and research partners to monitor our progress in culture reform and to identify and prioritise emerging workforce and culture issues.

“I am confident leadership teams across the ACT Health Directorate, Canberra Health Services and Calvary Public Hospital share the same commitment to building on the work of the review and maintaining momentum across their organisations.

“I thank everyone across the ACT public health system and members of the Cultural Review Oversight Group for their ongoing commitment to improving culture and wellbeing across Canberra’s public health system,” said Minister Stephen-Smith.
