Procurement Overview
The Directorate engaged external contractors and consultants during the year to perform a range of activities in response to the need for evaluations and audits, requirements for specialist skills, business and process improvement, financial management and advice, human resources and training, events management, support services and facilities management.
Government Procurement Policies
The Directorate works with Shared Services Procurement to ensure procurement processes comply with the Government Procurement Act 2001 and the Government Procurement Regulation 2007.
In the procurement and management of contractors and consultants, CMTD sought to ensure compliance with all requirements of the contractor/consultant employee and industrial relations obligations. There were no reports or findings of non-compliance with employee or industrial relations obligations during the reporting period.
Corporate Management continued to reinforce required procurement processes through presentations at branch and divisional meetings and notices on the Directorate's intranet. A range of information on procurement processes was available on the Directorate's intranet.
Given the unique nature of the Centenary of Canberra program, in November 2009, the Government Procurement Board endorsed the Strategic Procurement Plan for the Centenary of Canberra. This included a general agreement for the use of single select procurement to engage artists, organisations and contractors, with an exemption sought from the Director-General on a case by case basis.
Procurements Exempted from Quotation and Tender Threshold Requirements
The Government Procurement Regulation 2007 sets out a range of thresholds relating to quotes and tender processes. Below are the thresholds and minimum procurement process to be followed:
- Under $25,000 request at least one oral quotation;
- $25,000 - $200,000 request at least three written quotations; and
- Over $200,000 invite public tenders.
The Director-General may approve an exemption from these requirements.
The tables below show each contract (or group of contracts) procured using a select tender with a value over $200,000, or a single select tender with a value over $25,000 during 2013‑14.
