Injury Prevention
Throughout 2013–14 the focus was on early intervention and injury prevention, including:
- comprehensive risk assessment of work related activities to inform effective risk mitigation strategies;
- ongoing support and training for the Directorate's seven Health and Safety Representatives and eight First Aid Officers;
- emphasis on increasing the skills of managers and supervisors to show due diligence and effectively support ill or injured workers; and
- ongoing promotion of staff health and wellbeing.
Workplace Consultation
CMTD provided opportunity for workplace consultation on health and safety matters as follows:
- staff, Health and Safety Representatives and management are involved in the development of Work Health and Safety risk registers;
- the Directorate's Health and Safety Committee met quarterly with active representation from Health and Safety Representatives for each Work Group, Executives, Corporate Management, and the Injury Management and Safety Team; and
- all business units are encouraged to have health and safety included as an agenda item for team meetings.
Health and Wellbeing
CMTD continued a range of initiatives to support and improve staff health and wellbeing, including:
- influenza vaccinations provided onsite at no cost to staff;
- the provision and promotion of professional and confidential counselling services, available to all staff and their families through the Employee Assistance Program;
- the health and wellbeing reimbursement initiative for financial assistance towards the purchase of health promotion activities and sporting equipment;
- the Directorate renewed its Breast Feeding Accreditation with the Australian Breastfeeding Association;
- onsite yoga, pilates and exercise classes have continued, where staff have the opportunity to participate in one hour sessions throughout the week (staff are responsible for payment for the session);
- seated massages provided in-house in fifteen-minute sessions once a week (staff are responsible for payment for the session);
- support for staff volunteering as blood donors where the absence from the workplace is without loss of pay;
- provision of facilities including a carers' room, quiet room, staff room, showers, lockers and bike racks; and
- a range of health promotion seminars and activities during Safe Work ACT Month and Australian Healthy Weight Week.
Inspection and Audits
Regular workplace inspections were conducted involving Health and Safety Representatives and management to inform the Directorate's comprehensive Risk Register. Workplace risk assessments continue to be conducted across the Directorate.
Training
Throughout the reporting period, in addition to legislative compliance, training was focused on early intervention and the enhancement of managers' skills.
The Directorate's managers and supervisors participated in a wide range of formal training opportunities provided across Government to support the ACTPS Workers' Compensation and Work Safety Improvement Plan, including:
- Managing Injured Workers in the ACTPS;
- Managing Psychological Illness in the Workplace; and
- HR Master Class Series.
CMTD Executives also attended Work Health and Safety Executive Workshops conducted across Government, directly contributing to the demonstration of due diligence in acquiring and keeping up-to-date knowledge of work health and safety matters.
All new and returning employees were provided with information regarding workplace health and safety roles, responsibilities, and Directorate structures. This was complemented by one on one workplace inductions by Health and Safety Representatives.
Emergency Warden, First Aid Officer and Health and Safety Representative training was conducted as required to meet legislative requirements. Additionally, First Aid Officers were trained in Mental Health First Aid and Asthma First Aid.
Provisional Improvement Notice
No provisional improvement notices were issued during 2013–14 financial year.
Accident or Incident Reporting and Notifiable Incidents
There were 20 incidents recorded by CMTD for the reporting period with slips, trips and falls the predominant injury mechanism.
None of the reported incidents were notifiable as per Section 38 of the Work Health and Safety Act 2011.
Injury Management
The Directorate continues to engage rehabilitation providers, for both compensable and non-compensable injuries, to support injured employees' early, safe and supported return to the workplace.
